Position Summary & Job Purpose:
Tetra Tech, ES Inc. based in Arlington, VA is seeking a Deputy Chief of Party (DCOP) to support the Chief of Party (COP) in the overall management and administration of the USAID-funded Scaling Up Renewable Energy II (SURE II) Project and its multiple buy-ins with activities in ten countries. The DCOP will also coordinate with the business service teams, field offices, and technical staff to ensure the successful project implementation of this contract. This position is initially a project hire but can be converted to a full-time regular employee in the future.
Position Responsibilities:
- Assist the COP with day-to-day project management, quality control, updating and responding to USAID Washington and USAID Missions on a regular basis to provide project updates, plan for upcoming activities and discuss required adjustment of project operations as needed.
- Oversee all operations and support contractual compliance of the project coordinating with Tetra Tech’s home office, as needed.
- Assist the COP and activity leads with activity design, work-planning, activity scheduling, and lead the development of all USAID concurrences (travel, salary, personnel), approvals (consent to subcontract, fee schedule, grants) and waivers.
- Lead the preparation, maintenance and updating of multiple interlinked activity budgets, financial trackers, financial reports; review accounts payable vouchers, subcontractor, consultant, and client invoices and monitor invoices/budgets against contracts/subcontracts to mitigate cost overruns.
- Oversee the cross-cutting activities of monitoring, evaluation, and learning; environmental compliance, gender integration and coordinate the delivery of contractually required documents including work plans, MEL plans, quarterly reports, annual reports and USAID requested updates.
- Oversee in coordination with COP and technical leads sourcing, recruiting, hiring and deployment and onboarding of staff, consultants, and subcontractors and oversee cross-cutting project and operational staff.
- Elevate issues and risks to the COP, identify and resolve any project implementation inefficiencies and bottlenecks by developing solutions in consultation with the COP, revising project processes and guidance as needed and delivering training to activity leads and project staff.
- Lead procurement of goods and services by conducting market research and competitor analysis and drafting solicitation documents, evaluation memos, contract requisition forms, and consent to subcontract requests
- Maintain the electronic project shared folder deliverables, documents, reports, photos and other information and upload to the client portals as required.
- Continuously identify ways to streamline the operating unit’s approach to project implementation and contribute to the development of policies, procedures, and checklists
- Perform other related duties as required.
Essential KSAs Required (experience, skills, education, certification, etc.):
- Master’s degree in international relations, economics, energy/environmental policy, engineering, or a related field
- Minimum of 3 years of relevant project management and/or operations experience on USAID, MCC, and other multi-lateral donor projects
- Experience with complex cost-plus fixed fee budgeting and project forecasting
- Knowledge of the Federal Acquisition Regulations System and AIDAR regulations for travel and procurement
- Must be able to manage several tasks simultaneously and re-prioritize workload and team assignments as necessary to meet deadlines.
- Must be able to produce accurate and complete documents in a timely manner that communicates complex information using superior writing and communication skills in English and advanced skills in Microsoft Excel, Microsoft Word and Microsoft PowerPoint
- Must have highly developed interpersonal skills, excellent listening skills, highly developed sense of responsibility and commitment to customer service.
- Must be able to travel (international field sites), as needed.
Valued but not required KSA’s:
- Previous field operations experience
- Experience managing complex programs.
- Monitoring and evaluation experience, including the development of M&E plans, data collection against project indicators.
- Spanish or French proficiency
Line management responsibility:
- Junior – mid-level consultants
