m2m’s Country Representative in Angola will manage all programming aspects, as well as fundraising/business development activities, partner cultivation and operations. The incumbent will supervise in-country staff members in both programmes and operations and act as the m2m focal person with funders, government and other key stakeholders. The Country Representative will manage direct service delivery activities and provide support for training, mentorship and guidance for community- and facility-based Mentor Mothers and other m2m staff. In managing the strategic information function, they will ensure that data collection and reporting to m2m HO and funders is in line with project deliverables. The post-holder will represent m2m in stakeholder forums and other external meetings with decision makers from the national and provincial departments of health, among others. They will also ensure that implementation and operations are in line with m2m’s and funder’s rules and regulations.
Key Performance Areas:
Programmatic Implementation, Management, and Supervision:
- Support m2m’s current programmes and continued expansion
- Supervise programmatic staff to ensure site-level activities are delivered in a coordinated, high-quality manner with fidelity to the m2m model.
- In collaboration with m2m staff, district health teams, and facility staff, provide ongoing mentorship to Mentor Mothers and other community cadres on RMNCH, PMTCT, ECD, HIV, and TB case management, including documentation, ensuring that the integrated Mentor Mother programme is effective.
- Facilitate regularl programme review meetings with program team.
- Support implementation of m2m’s mobile health (mhealth) applications (App1 and App2) for client management at facility and community levels
- Request and coordinate TA visits from m2m Head Office as well as DPTS support for data and report writing.
- Write and complete donor reports in line with donor deadlines.
Program Monitoring & Evaluation:
- Supervise SI function who will collect, quality assure, and submit m2m project data.
- Quality assure data from Provincial Coordinator
- Support Head Office-led routine evaluations and in-country interpretation of routine m2m quality assurance initiative (Project BIO)
- Develop improvement plans and, with program team, implement based on BIO and Composite Quality Indicator scores.
Increase m2m Angola visability and cultivate new donors:
- Represent m2m at international, national, and local stakeholder forums, government stakeholders’ meetings and conferences, and other external events.
- Support m2m new business development through seeking active opportunities, sharing them internally, and once approved for application, conduct the drafting of logic models, proposal language, and, with support from CMU and Finance Officer, budgets and costed workplans.
- Work with Business Development and Resource Mobilization teams to strategize and implement donor cultivation activities.
- Host information sessions with new donors (in person and virtually)
- Scope and identify possible in-country or regional funding opportunities and share with BD, CMU, and RM teams.
- Contribute to positioning m2m as an primary health care leader in Angola, through seeking roles for m2m on relevant national and regional/district Technical Working Groups and other forums.
- Contribute to, write, and edit m2m proposals, concept notes, and internal Design Matters to apply for further funding for m2m programmes
Supervision and Compliance:
- Manage and build capacity of senior country team including program, M&E, and operations staff.
- Ensure the timely submission of high-quality donor reports, record-keeping, and compliance to all relevant donor requirements.
- Hold responsibility for corporate governance for m2m Angola, ensuring compliance with all legal requirements.
