MSI is seeking a Chief of Party (COP) to serve as the senior-most in-country project representative and lead the technical and operational aspects of the activity. The ideal candidate will provide expertise to ensure effective implementation of all project activities. The COP will also take the lead in coordinating with USAID representatives, the Government of Mozambique, and other implementing partners. This will be a full-time position based in Maputo or Pemba, Mozambique. This position is contingent upon award.

Responsibilities:
- Provide overall strategic vision, management and technical direction of program activities.
- Supervise field technical and administrative staff, as well as partner organizations.
- Serve as the primary point of contact with USAID/Mozambique.
- Lead coordination and communication with key stakeholders, stakeholders, partners, donors, and other government agencies, as well as among various partners, sub-awardees, and grantees.
- Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
- Oversee work planning, performance management, data collection, quality assurance and quality control methods, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
- Coordinate with Headquarters support staff to ensure compliance with corporate policies, fiscal management practices and reporting requirements.
Qualifications:
- Advanced degree in public administration, public policy, finance, political science, international development or other relevant field.
- Ten (10) years of professional experience with at least three years of COP or team leader in a program of similar size and scope, or relevant experience working in governance, stabilization and peacebuilding programs.
- Knowledge of related technical areas such as private sector engagement, social cohesion, grantmaking, and/or economic development.
- Demonstrated capability to develop solid working relationships with a broad range of high-level host country governments, and international agencies.
- Prior experience supervising large teams on donor-funded projects of similar size and scope, preferably funded by USAID.
- Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
- Experience with activity design, development, and implementation.
- Experience advancing equity and inclusion of women, youth, and other marginalized groups.
- Prior experience in the region; Mozambique experience preferred.
- Strong interpersonal, supervision, and written/oral communication skills.
- Fluency in written and spoken English required; proficiency in Portuguese highly preferred.
