Chemonics seeks a Chief of Party for the anticipated USAID/Cambodia “Employ” Initiative. This $10-25M workforce development activity aims seeks to better equip Cambodians with job skills that are tailored to sectors that will drive inclusive and sustainable growth and economic diversification over the coming decade. By working directly with and through local partners such as NGOs, private businesses, universities, and vocational training institutions, USAID Employ will ready Cambodia’s emerging workforce with the skills and knowledge that are needed for them to be able to compete for and thrive in the jobs of tomorrow. This activity will be based in Phnom Penh, Cambodia, and target provinces throughout the country.
Responsibilities:
- Provide overall leadership, management, and technical direction for the Activity and serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic problems in a timely manner
- Represent Chemonics to USAID, the Government of Cambodia, Cambodian counterparts, local partners, and other program stakeholders; serve as liaison between USAID, government counterparts, program stakeholders, implementing partners, private sector entities, and Chemonics’ program management unit on all program related matters and develop and maintain strategic, politically-informed relationships within Cambodia’s operating context
- Supervise senior management team, technical and administrative staff, and sub-contracting organizations
- Lead strategic planning, overall and direct implementation of project activities, connection with project teams to ensure technical integration, and coordination and delivery of annual targets
- Monitor and, where necessary, modify programmatic assistance to achieve results; ensure that relevant and complementary activities are implemented effectively; identify issues and risk associated with implementation in a timely manner and guide appropriate adjustments
- Administer the project’s financial oversight and procedures, ensuring compliance with local labor laws, USAID regulations, and Chemonics policies and procedures
- Facilitate close collaboration and teamwork, including mentorship and development of local technical and administrative staff
Qualifications:
- Minimum ten years’ experience in economic growth programming with demonstrated focus on workforce development, supporting technical/vocational training centers, and linking job placement programs with the private and/or public sector
- Advanced degree in relevant technical fields preferred, such as workforce education and development, career and technical training, business administration, or training development
- Experience serving as chief of party or team leader for efforts of similar scope, size, and complexity required
- Experience with USAID programs and grants and subcontract management preferred
- Ability and experience to manage large teams in culturally diverse settings and apply inclusive project leadership competencies required
- Experience working on curriculum design, accreditation, and standardization activities preferred
- Experience working in or supporting programs in Southeast Asia region highly preferred, and experience working in or supporting programs in Cambodia desired
- Demonstrated leadership, versatility, and integrity
- Fluency in English is required; basic Khmer a plus
