Chemonics seeks a Chief of Party (COP) for an anticipated USAID Democracy Activity. The goal of the Activity is to foster open, secure, and inclusive digital democracies in which data-driven technologies advance, rather than undermine, democratic values and respect for human rights. Given that digitalization cuts across all sectors, the Activity will achieve its goal by offering to support and strengthen country-level and global multi-stakeholder coalitions that can identify opportunities for productive engagement, leverage incentive structures, and create shared language for tackling the most pressing issues in the digital age. The COP will provide overall leadership for the activity, setting the strategic vision and serving as the primary point of contact with USAID. The position will be based in Washington, DC.
Responsibilities
- Provides overall leadership, management, and technical direction of the Activity.
- Serves as the primary liaison between USAID, key stakeholders, implementing partners, and Chemonics Washington on all programmatic matters.
- Oversees a multidisciplinary team, ensuring all staff and implementing partners are working in tandem to achieve targets and meet reporting requirements.
- Maintains a high standard of compliance with USAID rules and regulations, contractual requirements, and Chemonics’ policies and systems.
Qualifications
- Advanced degree or an equivalent combination of education and experience in international development, governance, rule of law, or a relevant technical field.
- Minimum of ten (10) years of professional experience leading/managing development activities for USAID, with previous experience as a chief of party.
- Experience implementing development activities that support one or more of the following areas:
- Legal and regulatory frameworks related human rights protections and rule of law
- Human rights monitoring, advocacy, and reporting.
- Civic engagement, including public information campaigns, to increase advocacy and community mobilization.
- Experience engaging local stakeholders, including host country legislative bodies, independent human rights institutions, universities and educational organizations, and civil society organizations, to promote democratic values
- Experience deploying or reforming digital technologies to advance development activities, especially activities aimed to advance democratic values, is preferred
- Proven experience leading diverse teams and demonstrated skills in organizing, tracking, and monitoring resources for effective activity implementation.
- Strong interpersonal, analytical, and critical thinking skills, and exceptional oral and written communication skills.
- Demonstrated leadership, versality, and integrity.
- Fluency in English.
