The Capacity Development Team Lead will perform a high-quality qualitative assessment, employing interviews, surveys, and document review. The assessment will evaluate the relevance and impact of LEAD’s organizational capacity assessments, effectiveness of LEAD’s capacity building interventions, quality of LEAD’s communication and support, and the ability of LEAD’s monitoring and evaluation (M&E) to track capacity changes. This is a short-term position, with travel as needed. The expected level of effort is 30 days during the period November 2023 to February 2024.
Responsibilities:
- Review background documents of the LEAD contract and CS activities.
- Produce the evaluation’s Scope of Work (SoW) that should include, but not be limited to, the evaluation’s methodology and data collection tools such as interview guides and surveys.
- Conduct key informant interviews with USAID staff, LEAD, and local partner points of contact.
- Administer surveys to staff at local partner organizations.
- Review LEAD’s organizational capacity assessments, interventions, and monitoring data.
- Analyze data and assess effectiveness of LEAD’s methodology and interventions.
- Identify strengths, weaknesses, and recommendations to improve LEAD’s approach, as well as analysis of inclusion of recommendations of previous evaluations.
- Develop and present to MozMEL the Findings, Conclusions and Recommendations (FCR) matrix.
- Draft a comprehensive evaluation report for review by USAID.
- Revise report based on USAID feedback.
- Present key findings and recommendations to stakeholders.
Qualifications:
- Bachelor’s degree in social sciences or relevant field is required. Master’s degree is preferred.
- Minimum five years of experience in conducting organizational capacity evaluations is required.
- Experience working with local partners is preferred.
- Knowledge of organizational capacity strengthening approaches is required.
- Knowledge of political economy and institutional analyses is required.
- Strong management and administrative skills with experience of evaluating integrated programs is required.
- Strong communication and writing skills, analytical skills, interpersonal skills, team management and leadership skills are required.
- Ability to manage a team of field data collectors to ensure quality and integrity of data collected is required.
- Fluency in English is required. Working knowledge of Portuguese is preferred.
