The Analysis, Research, and Reporting Manager (ARRM) role will provide support to USG-funded organizations and activities, as requested by the DoS. The ARRM should be located in Ukraine, where the ARRM will be working closely with the Field Team Leader to support the collection, and analysis of data and developing reports, SoWs and concept notes. This is a short-term position with 130 hours of LOE (6 months and 5-day work weeks).
Responsibilities:
- Analyze data and synthesize research findings into succinct reporting for the U.S. State Department.
- Develop other written products, including scopes of works (SoWs), concept notes, and analytical products.
- Support the planning and execution of capacity building of USG partners to develop robust monitoring frameworks, including logical frameworks, effective output and outcome indicators for results, to assess the results of their activities.
- Support the design and implement primary data collection at partner assistance sites to ensure that partner interventions are being implemented as designed and that partner data collection approaches are being implemented in the field at sufficient rigor to assess results.
- Attend meetings with the Field Team Leader and other MEASURE staff and help capture and report learnings.
- Liaise and coordinate with Field Team Leader to address missing or incomplete information.
- Report to the Field Team Leader on a regular basis by providing a weekly activity report as required.
Qualifications:
- Master’s degree in relevant field of study, such as Public Policy/Administration, Social Sciences, Economics, or Monitoring and Evaluation, required.
- Minimum three years of professional experience with donor-funded programs, monitoring and evaluation, research, and/or developing analytical products and reports required.
- Understanding of donor-funded programs, including their design and implementation models, monitoring, and evaluation frameworks.
- Understanding of quantitative and qualitative data collection methods
- Experience with primary research, such as observations, key informant interviews, focus group discussions, and surveys.
- Experience synthesizing and analyzing complex quantitative and qualitative data and drafting reports that clearly present the findings from this data analysis.
- Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.
- Strong skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
- Strong skills in written English for reporting purposes and development of analytical products.
- Fluent in Ukrainian and English, speaking and writing, required.
