Chemonics seeks a warehousing and distribution principal advisor for the anticipated USAID Next Generation In-Country Logistics award, part of the Next Generation Global Health Supply Chain Suite of Programs. The project aims to fulfill requirements of USAID for the warehousing and transportation and other logistics services of USAID-funded health commodities, after their initial delivery to procurement-funded destinations around the world, in a manner that exemplifies commercial logistics best practices, promotes local logistics market health, and accelerates host-government engagement with the private sector while improving performance, accountability, and cost. The warehousing and distribution principal advisor will lead global strategy development and oversee regional and country-specific coordination of warehousing and distribution services across Africa, Asia, Latin America and the Caribbean, and the Middle East. They will use commercial industry best practices and global standards to improve the distribution of health commodities procured by USAID and other USG agencies, partner country entities, implementing partners, and other donors, and provide close support to country teams in implementing risk management systems. - Provide global logistics leadership to project country teams, 2PLs and 3PLs to efficiently execute warehousing and distribution services and operations management
- Lead the development and implementation of warehousing and distribution services guided by tailored industry tools and processes such as logistics provider contract templates, key performance indicators (KPI), selection procedures, inventory turnover strategy, network throughput, and efficient utilization of resources
- Responsible for incorporating mechanisms such as GS1 standards to improve visibility and proactively track commodities to help mitigate associated risks, stockouts and improve developing country supply chains
- Advise country teams and in-country logistics partners on warehousing and distribution quality control and audit mechanisms
- Utilize real-time reporting and data visualizations to ensure continuous improvement of warehousing and distribution strategies at all levels
- Improve traceability and commodity visibility by implementing guidelines, policies, and procedures to confront waste management and ensure the proper storage and distribution of commodities
- Ensure that in-country logistics services are efficient and cost-effective by providing expert guidance to in-country field offices, traveling as required to identify opportunities to engage local private sector providers
- Perform other duties and responsibility as required
- Bachelor’s degree in relevant field plus 12 years of relevant work experience, or master’s degree in relevant field plus 10 years of relevant experience
- Minimum 10 years of progressive experience in managing supply chain, health commodity storage, warehousing, transportation and distribution systems
- Demonstrated understanding of commercial best practices in last mile delivery, warehousing and storage contracts and performance-based logistics
- Demonstrated experience and expertise with continuous improvement
- Experience living or working in low or lower-middle income countries (particularly in Africa) preferred
- Experience working with private sector in-country logistics service providers, preferably with a health focus.
- Demonstrated success leading activities within a complex donor/third party-funded program
- Demonstrated leadership, versatility, and integrity
