Position Title: USG Grant Compliance Manager

Position Overview: The USG Grant Compliance Manager will support PIH project and grants management teams in all aspects of compliance under US federally funded awards. This individual will monitor PIH’s compliance with US federal guidelines, generally accepted grants management standards, PIH policies and procedures and, particularly in cases where the prime is a US state, county or city, local rules and regulations. This position will also support the PIH Grant Contracts Team in the review and negotiation of US-funded award agreements. The USG Grant Compliance Manager will act as primary PIH resource for federal grant regulations and applicable state or local requirements, and conduct associated training of PIH staff across the organization. This individual will coordinate and manage PIH’s annual Single Audit activities and NICRA application.
Detailed Responsibilities:
- Oversee PIH development and maintenance of (a) adequate policies and procedures, and (b) staff with the capacity and support to implement those policies and procedures, to facilitate compliance with US federal donor guidelines and, in cases where the prime is a US state, county or city, local rules and regulations, with a primary focus on PIH’s domestic (US) activities.
- Monitor ongoing compliance with US federal and other award requirements by working with grants managers, project managers, finance managers and partner staff to confirm and, where needed, build capacity for adherence to key policies and procedures.
- Respond to ad hoc questions regarding interpretation or application of US federal, state, county or city award or subaward guidelines.
- Support PIH communication with donor or partner representatives regarding the interpretation or application of US federal, state, county, or city award or subaward guidelines; prepare content, memoranda or other supporting documents for such communication.
- Participate in the PIH Grant Contracts Team’s negotiation of US federal funding instruments by reviewing and recommending appropriate adjustment of terms, waiver requests or ancillary documentation relating to application of US federal, state, county, or city rules to PIH activities.
- Support the PIH Grant Contracts Team with follow-up on findings arising from PIH’s assessments of partner or collaborating organizations under US federal awards.
- In connection with PIH’s annual Single Audit: coordinate with the PIH Finance Team to prepare and finalize the SEFA; coordinate with the PIH Accounting team to produce the annual ledger of US federal expenditures, and respond to auditor’s selections in coordination with the PIH site-based finance and grants staff. Monitor any post-audit corrective actions.
- Calculate annual PIH indirect cost rate; submit application to cognizant US agency and negotiate NICRA.
- Perform other tasks for effective compliance over the entire grant cycle of US federal awards, including response to pre-award assessments, grant certifications, match funding, VAT, procurement and HR due diligence, oversight of compliance consultancies, recordkeeping, and other tasks as needed.
Qualifications
- Bachelor’s Degree.
- Five years of US federal grant management and compliance experience, with at least two years in management of HHS or USAID awards.
- At least one year of experience managing and demonstrating successful results in a U.S. government Single Audit.
- Experience with grant compliance for state, county, or city-sponsored awards or subawards is strongly preferred.
- Experience coordinating between implementing partners and among office and field-based roles in the federal award management context.
- Proficiency in Microsoft Excel, and accounting & grants management software applications.
- Exemplary interpersonal skills and ability to collaborate effectively with culturally diverse teams.
- Proven ability to work independently and effectively in a high-pressure, fast-paced, and social justice-oriented environment.
