The Gender Equality Facility in Albania Phase II (GEF II) is designed to ensure that gender equality (GE) is mainstreamed through the Government implementation of budgetary support from the EU Delegation. The project is designed to strengthen the National Gender Machinery and national cross sector coordination led by the government, whilst also:
GEF II is a follow on project from the Gender Equality Facility in Albania Phase I (GEF I), an 18mth project which has set the scene for GEF II. GEF I funded by Austria has been working consistently with all key Development & Integration actors in Albania from May 2015 to October 2016. It is envisaged that GEF II will be based in the Ministry of Social Welfare and Youth (MOSWY) where the National Gender Machinery resides.
Reporting to the Country Representative, the Programme Specialist (Project Manager) GEF II, a technical specialist in both management and gender, will directly supervise a team of five, including gender specialists, and will be responsible for coordination & planning and delivering a mix of high quality advisory and capacity development services to the government and other stakeholders. S/he will be responsible for engaging experts; facilitating step-by-step implementation; overseeing monitoring activities; measuring step-by-step progress; and reporting.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
