PATH is currently recruiting for a Vietnam-based Technical Officer to support and advise on a 3-year project in Vietnam called Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE). With a vision to provide all patients access to the lifesaving medical oxygen they need, PATH and its proposed partners seek to reduce maternal, child, and overall mortality from hypoxemia-related causes through improved access to high-quality oxygen services. Within the SOURCE project in Vietnam, PATH will work closely with Vietnamese Ministry of Health to address various gaps identified in the COVID-19 Respiratory Care Response Coordination project between May 2020-November 2021. The activities in the scope of work will include: 1) developing and deploying an online platform for the real-time management and tracking of medical equipment (MEMP) at public hospitals in Vietnam; 2) conducting a research study on oxygen demand; 3) developing guidance to effectively select medical oxygen systems Vietnam; and 4) developing and deploying e-learning programs for medical oxygen and respiratory care related training.
The Technical Officer will report to PATH’s Hanoi office and work closely with the SOURCE project team in Vietnam and the PATH headquarters SOURCE team.
Specific responsibilities include:
- Work together with the Vietnam project team to support the Ministry of Health (MOH) in implementing the above-mentioned scope of work, with a heavy focus on developing and deploying the MEMP.
- Proactively collect and share relevant information and lessons learned about biomedical equipment management systems in other LMICs and high-income countries with the Vietnam project team and project partners to help identify and promote best practices.
- Provide technical inputs for the development, pilot and scale up of the MEMP, the guidance to effectively select medical oxygen system Vietnam, and the e-learning platform.
- Assist team members in the design and implementation of the oxygen demand research.
- Coordinate with PATH global SOURCE team to ensure alignment with overall project goals and ensure consistent quality of project outputs.
