Introduction
The ILO is implementing the project, ‘Catalytic Actions for the AU/ILO/IOM/UNECA Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP Action)’ funded by the Swiss Development Cooperation (SDC) under the framework of the Joint Labour Migration Programme, or JLMP – a long-term joint undertaking among the four organizations (AU-ILO-IOM-ECA).
The main objective of JLMP Action is to strengthening effective governance, and regulation of labour migration and mobility, for enhanced sustainable development, for inclusive economic growth and regional integration of the African Continent. It simultaneously roll-out the implementation of the first phase of the Strategic Framework (2020-2030) of JLMP. The project focuses on interventions to facilitate intra-African labour migration and mobility, while also addressing identified challenges of African migrant workers outside the continent, as highlighted in the JLMP Strategic Framework.
The ultimate beneficiaries of this action are African women and men migrant workers and their families who will benefit from improved governance of labour migration and mobility in the continent. At the intermediate level, labour market institutions in five selected Member States (Cameroon, Cote d’Ivoire, Ethiopia, Malawi and Morocco) and two RECs (The Common Market for Eastern and Southern Africa: COMESA and, the Economic Community of Central African States: ECCAS) will benefit from strengthened capacity to develop and implement their priorities on labour migration and mobility. ILOs component contributes to all the four outcomes through direct interventions in specific countries and RECs as well as provision of expertise and technical assistance, in collaboration with AUC and IOM.

REPORTING LINE
• The Technical Officer on labour migration will work under the direct supervision of the Project Manager.
• The officer will also receive technical support from the regional labour migration specialist at the Regional Office for Africa (Abidjan), the Labour Migration Branch MIGRANT (Conditions of Work and Equality Department), and the technical specialists of the Decent Work Teams in the fields of migration, skills, employment, social protection, ACTRAV (workers organizations) and ACT/EMP (employers’ organizations) and with other specialists in the fields of statistics and regional migration.
This position will be based in Addis Ababa.
Description of Duties
Guided by the Strategic Framework 2020 – 2030 of the JLMP and the achievements under JLMP Priority I, the main duties and responsibilities are to:
- Assist the Project Manager by carrying out agreed activities and tasks for the effective implementation of the JLMP-ACTION project at sub-regional (ECCAS and COMESA) and national level (Cameroon, Cote d’Ivoire, Ethiopia, Malawi, and Morocco) through timely provision of inputs and outputs in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines (P&B, output 7.5) and country/action programs.
- Contribute to technical backstopping activities for the JLMP Action as required at country-level and to targeted RECs in close collaboration with the Regional Labour Migration Specialist, the Project Manager and other labour migration technical specialists in the region.
- Collaborate with the project team and project partners in the design, implementation, monitoring and evaluation of project activities, in coordination with ILO Field Offices and HQ,
- Support the Project Manager in providing inputs for budget preparation, including preparing relevant documentation for responsible ILO entities in accordance with ILO administrative and financial procedures and in consultation with the responsible field offices.
- Participate in training seminars and workshops as resource person under the guidance of the Project Manager and contribute to the development of training materials that will support the African Union Commission (AUC), the RECs targeted and the selected countries of interventions in strengthening their capacities on the governance of labour migration, in areas such as labour migration policy development, labour migration statistics, social protection and/or skills recognition.
- Liaise on operational matters related to the project with the African Union Commission, the IOM, COMESA, ECCAS and the relevant ILO Country Offices and ILO technical specialists in the region and at Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes.
- Under the guidance of the Project Manager, undertake technical missions relating to project implementation.
- Be an active member of the ILO Labour migration team of experts in Africa and as such, promote collaboration and synergy of interventions with the other ILO labour migration projects at country-level and in the targeted RECs.
- Contribute to regional activities as required and support communication and visibility of ILO’s work on Labour migration in Africa,
- Actively participate in the collection of labour migration good practices in the African region and research initiatives on Labour migration as relevant, adapting resources and providing technical inputs in the preparation of analytical materials, training, statistical data, draft technical discussion papers etc. to build national, sub-regional and regional institutional capacities and enhance the available knowledge.
- Any other duties as relevant.
Required qualifications
Education
First level university degree in economics, management, law, political and social science or a related field.
Experience
At least three years of relevant professional experience including two years at the international level. This includes field experience in contributing to the implementation and monitoring of development cooperation projects, preferably in the fields of labour migration. Field experience in contributing to the promotion of effective labour migration governance and regulations (particularly on labour migration policy development and/or labour migration statistics; and/or access to social protection for migrant workers, and/or skills recognition; protection of migrant workers) would be an advantage. Experience in the Africa region would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or workers and employers’ organization would be an advantage.
Languages
Excellent spoken and written knowledge of English and working knowledge of French.
Competencies
- Good knowledge of programming and results-based management (RBM) principles and concepts and understanding of the programming cycle (planning, monitoring, reporting and evaluation).
- Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners
- Ability to use analytical tools and qualitative and quantitative techniques.
- Ability to prepare technical proposals, reports and studies relevant to the implementation of the project in a concise and timely manner.
- Ability to oversee the work of and provide guidance to consultants working for the project

- Proven ability in working with minimal supervision as well as remote capacity project management
- Ability to establish and maintain effective relationships with key stakeholders such as government officials, representatives of workers’ and employers’ organizations, representative(s) of civil society, and academics.
- Ability to work in a multicultural environment and gender-sensitive and non-discriminatory behaviors and attitudes.
- Strong computer skills
