Chemonics seeks a Technical Advisor, Supply Chain and Logistics for the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Bangkok, Thailand. This activity is supported by the U.S. President’s Malaria Initiative (PMI) primarily through the management and distribution of malaria vital commodities to vulnerable populations, as well as providing health systems strengthening technical assistance to malaria supply chains in Thailand. The position is a full-time role embedded within the Division of Vector-Borne Diseases (DVBD) at the Ministry of Public Health (MOPH), Nonthaburi, Thailand. The duration is for up to 12 months with the possibility of extension contingent upon USAID funding. This position will be based in Bangkok, Thailand. Local travel to provinces for up to 30% of his/her time is expected. We are looking for individuals who have a passion for making a difference in the lives of people.
Responsibilities include:
- Providing technical assistance (TA) to DVBD in Forecasting and supply planning (FASP); warehousing and inventory management of malaria commodities in conjunction with the implementation of PSM Online; stock optimization; and continued and accelerated stockout reduction in the context of malaria elimination. These include but not limited to the following:
- Updating of quarterly supply plan of key malaria commodities for at least 18 months in the future
- Leading a regular supply plan meeting with stakeholders to jointly review stock analysis and distribution planning. This would entail developing new and effective tools and/or mechanisms that would allow DVBD to monitor and update ALL malaria commodities’ most recent stock on hand, consumption, shipment status and projected stock expiries regardless of donors and how DVBD would utilize supply plan data to inform planning, ordering, and mobilizing resources. During the meeting, corrective actions to adjust procurement and distribution are discussed and later disseminated to inform decisions; action points such as redistribution are effectively carried out; and regardless of donors, requisition orders are submitted on time, orders and delivery are monitored to prevent stockouts
- Monitoring distribution of Insecticide-treated bed net (ITN) to subnational levels and retreatment of conventional bed nets; identify gaps/weaknesses and implement interventions to improve ITN supply chain and ensure that it reaches target populations
- Planning and developing PSM strategies and conducting performance monitoring and supervision activities at the national and sub-national levels
- Support the national quantification and forecasting of malaria commodities activities as needed
- Supporting Project Lead in implementing FY2022 work plan. This includes but not limited to drafting terms of reference (TOR) of consultants and reviewing their outputs; data collection and reporting malaria commodities gap analysis; and coordinating with stakeholders
- Writing success stories on a regular basis; prepare and submit quarterly reports; provide presentations during meetings and trainings with various stakeholders at different levels of the health sector
- Contributing to the development of GHSC-PSM annual work plan that reflect the priorities of DVBD, USAID and other stakeholders
- Liaising with Washington-based Project Management Unit (PMU) and backstops, on a regular basis
- Maintaining strong and positive working relationships with clients and partners including USAID, government counterparts, and malaria supply chain stakeholders
Qualifications:
- Degree in Pharmacy or related discipline, with minimum of 3-5 years’ experience in pharmaceutical or health logistics and supply chain management in Thailand is desired
- Experience working in malaria or any public health program in Thailand supported by USAID or other donor is a plus
- Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality
- Excellent Microsoft Suite skills, including Excel, Outlook, PowerPoint and Word
- Excellent interpersonal, written, and oral communications skills with a demonstrate ability to communicate and present clearly
- Contribute effectively to a small high-performing team
- Demonstrated resourcefulness in problem-solving and initiative to learn new skills
- Demonstrated leadership, versatility, and integrity
- Fluency in English and Thai required
