Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal German enterprise and supports the German Government to achieve its policy objectives in international cooperation and sustainable development. The department International Services is an integral part of GIZ and provides its services to international clients such as the EU, bi- and multilateral organisations, national governments as well as private sector companies.
Currently, GIZ International Services is preparing to bid for the EU funded project “Technical Assistance for Support to Bangsamoro Transition (SUBATRA)”.
The objective of the project is to strengthen the capacity of the new Bangsamoro Transition Authority, established by the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao ratified on January 21st, 2019, to efficiently handle the transition as per peace process instrument and Bangsamoro Transition Plan provisions.
A particular focus is placed on capacity building of the Government’s superstructure to formulate, implement and monitor transitional policies, capacity building of key governance ministries to deliver basic social services and promote an enabling good governance environment, and capacity building of the Parliament to exercise its legislative, oversight and representation functions.
Areas of support to be provided by the technical assistance would include institution and capacity building (including public administration and civil service reforms), public policy development, legal development, human resources development, knowledge and IT tools for governmental work.
The Team Leader will be the primary contact for the EU as the Contracting Authority as well as for the involved partners from the Bangsamoro Transition Authority and Filipino government. She/he will be expected to provide leadership to the Project Team, take responsibility for the coordinated and efficient implementation of the various project components and to manage the work of the expert team. The Team Leader will work closely with target groups and partners, under the authority of the EU Delegation.
Qualifications and skills:
Master’s Degree in politics, economics, law, public policy/administration or another relevant field;
Ability to understand the political environment and build strong relationships with the government, national authorities and institutions at to achieve results
Proven track record of professional experience in managing multicultural teams of technical specialists with strong facilitation, leadership and communication skills.
Fluency in English, both spoken and written.
General professional experience:
At least 10 years of professional experience with institutional capacity building focusing on governance, public administration and public policy.
Specific professional experience:
Proven track record in advising governments at national and sub-national levels on public administration and civil service reforms, and supporting legal and public policy development.
Experience in transition processes and institution building in conflict-sensitive and post-conflict contexts.
Experience in institutional capacity development, facilitating policy dialogue and conducting trainings.
Regional experience in South East Asia. Previous working experience in the Philippines and particularly in Mindanao would be an asset.
Experience with EU funded projects would be an asset.
