Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. The organization’s business area – GIZ International Services – is the vehicle for offering GIZ’s services to international clients.
GIZ International Services intends to apply for an EU-funded project: “Implementation of Turkish Qualifications System and Framework Operation (TUYEP)”. The overall objective of the project is to strengthen the Vocational Qualifications Authority (VQA) institutional capacity, National Vocational Qualifications System and to enhance the implementation of the Turkish Qualifications Framework.
The Team Leader will be the focal point for the Contracting Authority and Beneficiary. In his/her capacity as Team Leader (TL) he/she is expected to provide, in a coordinated manner, leadership to the Technical Assistance Team (TAT), taking responsibility for the coordinated and efficient implementation of the various components of the project as well as coordinating and managing the work of other experts. Furthermore, she/he shall ensure coordination with the Contracting Authority and other stakeholders of the project. In addition, the TL will be responsible for the following tasks:
To prepare and/or supervise and transmit the reports to the relevant authorities
To manage the TAT members and allocate the duties among experts for the efficiency and success of the project
To assign non-key experts, to draft their mission letters and to plan the budget for their tasks
To prepare work plans and implementation schedules for the implementation of the project
To ensure timely submission of all project outputs as required
To coordinate implementation of trainings and workshops
To ensure the development of strategic documents as requested in the ToR

Qualifications and Skills
Bachelor’s degree in one of the fields of economic and administrative sciences, education, social sciences or in the absence of such a degree minimum 15 years of working experience in one of the fields,
Excellent command of written and spoken English,
Full computer literacy
Master degree in education will be an asset.
General Professional Experience
Approximately 10 years of professional experience in education, training, lifelong learning, NQF related fields.
Approximately 5 years of experience as team leader and/or managerial position (in the Contractor Side) in implementation of projects.
Specific professional experience
Approximately 5 years’ practical experience in the implementation of National Qualifications System and National Qualifications Framework in EU Member States
At least 3 years of experience in VET including European Qualification Framework and/or ECVET
Experienced in the design and/or implementation of capacity building projects,
Asset: Practical experience with non-formal and informal learning in EU Member State
