Specialist, PHILIPPINES (I)
DepEd anticipates that during the 2020–2021 school year, children
will likely experience alternating periods of being in and out of school
because of a resurgence of COVID-19 and, therefore, school closures. Ongoing
interruptions to school-based learning, starting with the delay of the start of
the 2020-2021 school year to late August, demand a shift to alternate school
modalities and increase the risk that children will fall behind in their
learning and that learning inequalities will increase. This means that DepEd
needs to put in place different, complementary modalities for assuring
continuity of learning suitable for all children forced to learn from home,
regardless of their level of access to digital learning platforms.
The ABC+ cooperative agreement offers an
opportunity to support DepEd in the development and enactment of plans to
respond to the current crisis. ABC+ will support DepEd’s efforts to prepare for
the delayed start of the 2020–2021 school year, as well as put in place the
means to mitigate learning loss during possible continued or recurring
disruptions during the year.
This component of the ABC+ Project
will work with the Government of the Philippines to support DepEd in the development and
enactment of plans to respond to the current crisis. The activity will target
Regions V (Bikol) and VI (Western Visayas).
The International Education Division is currently
accepting applications for Teaching and Learning
Materials (TLM) Specialist for the USAID- funded ABC+: Advancing
Basic Education in the Philippines. The TLM Specialist will be responsible for supporting DepEd in the process of the adoption,
adaptation, and development of early grades literacy teaching and learning
materials that may be used in different delivery platforms. The
position will be based in Manila and will be reporting to the Learning Loss
Mitigation Program (LLMP) Manager and will work closely with the Materials
Development (IR2) team.
The TLM Specialist will provide technical support
for activities focused on working with DepEd in increasing the availability of
early grades literacy instructional content that may be made available across a
variety of media platforms. Period of engagement is 1 year subject to contract
collaboration with DepEd, develop a plan to support the review and assessment
of existing early grades literacy materials to pass requirements and standards
for uploading to platforms that are accessible to teachers.

Master’s degree in education, policy, or a
related field with 6 years of relevant experience or Bachelor’s Degree and 8
years of relevant experience in teaching and learning materials development.
Experience in implementing education
activities at the Schools Division and/or school levels.
With solid understanding of teaching and
learning materials development for various learning delivery options in
education, preferably for the early grades.
Experience in working with Philippine
government/basic education system and good knowledge of Philippine stakeholder
map in basic education
Experience in meaningful collaboration with
government counterparts, and local capacity development.
Proven ability as a facilitator/trainer and
Strong interpersonal skills and ability.
Must be professionally proficient and fluent
in written and spoken English. It is preferred, but not required, that the
candidate be conversant and fluent in Filipino and/or other local languages.
