ASI is delivering a multi-year programme, on behalf of a UK government client, to build the capacity of governments in developing countries to more effectively prevent and counter violent extremism (P/CVE). ASI wishes to recruit experienced advisors to provide strategic advice and technical expertise to a diverse portfolio of projects within the programme.
Successful candidates will have comprehensive understanding and demonstrable experience of designing and delivering activities contributing to the UK’s counterterrorism (CT) strategy, with a particular focus on the Prevent pillar. Individuals will have honed their P/CVE expertise during a successful career within either UK law enforcement or the Prison and Probation Service, achieving a rank ≥ Superintendent or civil servant equivalency.
Consultants will have the opportunity to contribute to a wide range of advisory functions, including but not limited to: conceiving and designing technically rigorous methodologies; convening and collaborating with cross-HMG stakeholders, both domestically and at diplomatic Post overseas; producing high quality technical deliverables that showcase UK expertise and lesson learning to promote better P/CVE policy and practice; and directly contributing to building the capability and confidence of host country authorities to deliver more successful P/CVE outcomes.
Successful candidates will have specialist knowledge and understanding of one, or more, of the following thematic areas:
- Building institutional capacity of organisations engaged in CT and P/CVE activities, including policies, organisational structures, operational procedures and the professional development of senior officials;
- Designing and delivering tools and methodologies for assessing the needs of individuals convicted or suspected of terrorism offences, supporting their rehabilitation, and managing any risks they pose to their immediate communities and wider society;
- Understanding the drivers of and responding to the threats posed by Returning Foreign Terrorist Fighters (RFTF), including techniques and approaches to support the disengagement, rehabilitation, and reintegration of returnees back into communities, as well as ensuring the safeguarding of children.
It is desirable, but not essential, that candidates also have:
- Notable consultancy experience.
- Overseas experience in Africa, the Middle East, South Asia or Southeast Asia.
- Valid or recently expired UK security clearance.
All positions will initially be home-based and, as travel restrictions begin to ease, may involve limited domestic travel within the UK or to projects overseas.
