The goal of the Global Development Program (GDP) is to increase opportunities for people in the developing world to lift themselves out of hunger and poverty and to help deliver targeted healthcare solutions in these regions. Our strategies focus on Polio, Agriculture Development, Water, Sanitation, and Hygiene, Financial Services for the Poor, Maternal, Newborn and Child Health, Family Planning and Nutrition. These strategies are supported by functional teams that focus on Vaccine Delivery and Integrated Delivery. GDP also has Special Initiatives that focus Urban Poverty, Emergency Relief, Global Libraries and Value for the Money.
Located in New Delhi, India, the Senior Program Officer will report to the Deputy Director of Agricultural Development, Asia. Key responsibilities will include: • Define optimal pathway for agricultural transformation at the country level, identifying critical barriers and essential levers for change• Work with federal, state, and local governments to define, analyze, and prioritize the unique role for BMGF• Identify and build strong relationships and partnerships involving government, donors and private sector players to widen support and leverage the impact of foundation investments• Provide country-specific strategic, tactical, and market intelligence to inform investment areas for public goods investments• Commission or conduct analysis of country & state level data, trends, needs, priorities and contexts (infrastructure, policy, social, economic) that will inform and influence country-specific strategic and tactical plans, grant ideas, contract needs, and Program Related Investment opportunities• Manage regional/country portfolios of investments, and provide collaborative support of grant, contract and Program Related Investment management• This role is responsible for high quality interactions and clear and consistent communications with grantees and partners in the field.• Must be willing to travel both domestically and internationally. Estimated travel percentage-around 35%
– 15 years+ of professional experience in agricultural development, preferably within a relevant government ministry, think tank, policy organization, or NGO• PhD preferable, preferably in a field related to agriculture or development economics• Technical expertise in a major crop relevant to the Indian context• Experience working with global agricultural development organizations, and a demonstrated understanding of the global context for agriculture• Demonstrated ability to conceive and manage large agricultural development programs for regional and national impact• Ability to conceptualize program diffusion and sustainability strategies • Understanding of financial services and market innovations in agriculture• Demonstrated leadership qualities, and the ability to work with a cross-section of stakeholders in agriculture including government, other donors, private sector, and grantees to create a common vision, develop effective solutions to complex problems, and drive their implementation• Ability to engage a community of outstanding professionals in India in service of common goals• Proven track record of excellent relationship management skills, and the ability to build trust based relationships, especially with senior level stakeholders in government and the private sector• Results and outcome-focused thought leadership, with strong diagnostic and problem solving skills in programmatic contexts• Strong analytical skills, and demonstrated success in roles requiring logical, systematic thinking while managing multiple priorities in a highly dynamic environment• Excellent command of English language and strong written and oral communication skillsAs part of our standard hiring process for new employees, employment with the Bill and Melinda Gates Foundation will be contingent upon successful completion of a background check.
