- Contribute to development of strategic initiatives in the management of monitoring and reporting at IFES, and support management and implementation of these initiatives
- Collaborate with program teams and MEL staff to incorporate updated/revised monitoring and reporting practices in IFES programming to develop organization-wide practices
- Develop and update institutional policies and guidance for program monitoring and reporting approaches and expectations
- Develop and update monitoring and reporting templates, as needed
- Working with evaluation and learning staff to develop and implement practices to incorporate monitoring and reporting data in systematic learning initiatives
- Manage data compilation and synthesis efforts in preparation for quarterly regional portfolio reviews of IFES programs
- Present progress and findings from programmatic efforts to IFES executive team through regional portfolio reviews
- Collaborate with MEASURE counterparts and Center technical specialists to disseminate/mainstream findings from learning initiatives to staff inside IFES, as well as the DRG community
- Liaise with academics and other research professionals to identify innovative monitoring and reporting approaches, and work with program staff to identify opportunities to introduce and pilot innovative approaches for data collection and utilization
- Provide monitoring and evaluation services to support IFES programming in the field, and capture lessons learned from program implementation
- Supervise work of MEASURE staff to ensure that needed services and support are being provided to IFES program teams, and to ensure that IFES MEL practices are followed by program teams in HQ and the field
- Provide support to program staff in development of robust MEL systems in program implementation, including incorporation of data dashboards and other tools to streamline data collection, analysis and reporting
- Develop the capacity of regional program staff on MEL issues through periodic trainings and other capacity-building initiatives
- Work with MEASURE Director to identify opportunities for evaluations of IFES programs;
- Support program teams in liaising with/responding to enquiries from donors on MEL issues
- Assist in coordinating MEL efforts with IFES’ partners, especially consortium partners
- Provide capacity-building support to IFES partners and programmatic beneficiaries on monitoring and evaluation
- Develop and/or update capacity-building tools for IFES partners, including election management bodies and civil society partners
- Amend internal MEL tools for an external audience, as needed
- Lead trainings and related follow-up assistance for IFES partners and program beneficiaries
- Support IFES business development and outreach initiatives
- Facilitate strategy sessions to develop program design and logical frameworks for proposal efforts
- Manage MEASURE staff in providing support to program teams in development of MEL materials for proposal efforts
- Develop MEASURE staff capacity to lead MEL program design efforts, including leading strategy sessions and guiding the development of logical frameworks
- As needed, represent IFES in DRG meetings focused on MEL issues to highlight IFES initiatives and liaise with practitioners and academics focused on evaluation and learning processes
- Coordinate with MEL Director on participation at MEL-focused conferences/events to highlight IFES initiatives, liaise with MEL professionals, and research emerging trends in the industry
- As necessary, represent MEL in internal organizational meetings (senior staff, development committee, program committee)
- Undertake other duties related to IFES MEL activities, as assigned

- Bachelor’s degree in statistics, international development, political science, international relations or a related field, Master’s degree preferred
- Minimum 10 years of relevant experience in a monitoring and evaluation role on international development programs
- Excellent analytical skills
- Excellent organizational and logistical skills
- Excellent skills in the use of Microsoft Office programs, especially Excel
- Experience with data collection tools, graphs and tables
- Ability to work independently in support of a team
- Availability to travel may be required up to 20%
