Our Disaster Management division seeks a Senior Manager who will lead FEMA Public Assistance (PA) and Hazard Mitigation projects in the Northeast following recent disaster events. The successful candidate will be charged with the flawless execution of programs, anticipating and meeting client’s needs and strategically positioning the company’s resources and expertise to grow the business. The Senior Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to clients across the Northeast, specifically in the critical infrastructure sector.
The ideal candidate will be a proven expert with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. The candidate should be familiar with the Northeast region’s natural hazards and successful implementation of recovery and mitigation strategies. Key Responsibilities:

Lead the development, coordination, and operation of various large, complex FEMA and other federally funded programs from start up through closeout.

Serve as the direct interface with state/local client agencies, including high-level elected and appointed officials, as well as senior program staff.

Lead coordination and execution of all program’s activities, including schedule, budget, and scope.

Lead all necessary high profile, program-wide public presentations and stakeholders’ meetings.

Coordinate clients’ recovery and mitigation priorities and facilitate the accurate delivery of grant funding.

Lead, coordinate, and evaluate performance of all project staff, including subcontractors.

Coordinate across critical infrastructure and natural hazard disciplines to deliver high-quality strategies and advice to clients.

Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for FEMA, HUD, and similar programs/projects.

Monitor program performance status and establish necessary tools for control over programs results.

Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions.

Support business development activities, including proposal development.
Qualifications:
-
Bachelor’s Degree
-
6+ years of experience and demonstrated success managing complex multi-disciplinary teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.

5+ years of FEMA and/or HUD project management experience including program start-up through implementation and closeout
-
Willingness to travel throughout the United States.
Preferred Skills/Experience:

Experience in the critical infrastructure market, specifically the utility sector.

Experience working with known hazards for the Northeast region.

Demonstrated success in program execution, client relationships, and profitability.

Proven track record of leading a team and accomplishing successful business results.

Familiarity with disaster planning, recovery, and mitigation, and using grants management systems.

Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities.

Certification as a Project Management Professional (PMP).
