Job Title: Senior Manager, Capacity Development and Training
Reports To: SEAD Principal
Type: Regular Full-Time
Overview: The Senior Manager, Capacity Development and Training, will design and manage ongoing training and capacity development activities across the SEAD portfolio. He/she will also support business development efforts in relevant areas of technical expertise. The Senior Manager, Capacity Development and Training assumes primary responsibility for the following tasks and activities. This position is based in our Vienna, VA office.
Essential Duties/Tasks and Responsibilities:
- Design and Implementation of Capacity Development tasks
- Design and implement training and skills needs assessments, individual and organizational development plans covering monitoring, evaluation, research and learning (MERL) skills and knowledge implemented at country level organizations in the public, NGO and civil society spheres;
- Design MERL capacity development plans to be revised annually targeting implementing partners, host government officials, and NGOs;
- Coordinate the implementation of capacity development plans designed in house focusing on MERL and other issues;
- Support capacity development efforts at the country level including the development of training, coaching and mentoring strategies and materials;
- Design Training Curricula and Develop Training Materials
- Design training curricula and learning pathways that improve MEL competencies in the field and enable the integration of learning into IP and USAID standard operating procedures;
- Use instructional design expertise to develop or adapt innovative and responsive MEL learning tools and practices that align with USAID standards, adult/professional learning best practices, respond to a range of learning styles, and maintain integrity of monitoring and evaluation principles;
- Maintain and expand technical knowledge in instructional design and training delivery;
- Ensure that all capacity building activities are effective, technically sound, and appropriate to the needs of USAID and IPs;
- Conduct training activities in areas of expertise (e.g., use of data for decision making)
- Provide post-training follow up activities that may include formal or informal MEL-related mentoring and coaching;
- Serve as the primary point of contact with USAID and IPs as it relates to capacity building deliverables;
- identify and manage short-term technical experts for specialist training and capacity development tasks as needed.
- Support to project management and technical delivery
- Adhere to USAID, IBTCI, and local rules, regulations, and standard operating procedures (including USAID FARS and ADS);
- Assist with conducting briefings with USAID and other stakeholders, when necessary;
- Participate with other team members in tasks such as revision of literature, data analysis and triangulation, presentations, and report writing;
- Assist with the development and completion of the following deliverables: Monitoring and Evaluation (M&E) Plan, Quarterly Progress Reports, and Annual Performance Report.
- Business Development
- Participate in business development efforts, including drafting proposal materials in areas of expertise;
- Research and identify funding opportunities relevant to capacity development and training.
- Other duties as assigned.
- At least eight (5) years of progressively responsible experience in the design and implementation of capacity development plans, preferably in the context of USAID-funded projects;
- At least five (3) years of experience conducting monitoring, evaluations and/or assessments in developing countries;
- At least three (3) years of delivering training and coaching, preferably for USAID programs.
- Experience developing learning modules through a variety of methods.
- Familiarity with virtual training tools and innovative training methods and techniques
- Strong oral and written communication skills, excellent interpersonal, analytical, and training skills;
- Strong analytical, synthesis, report writing, and presentation skills and ability to deliver on time;
- Fluency in spoken and written English.
Education: Master’s degree (or higher) in instructional design and/or adult learning approaches supplemented with training in a sector relevant to training and capacity building (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture, etc.).
Preferred Knowledge, Skills and Abilities:
- Familiarity with USAID’s objectives, approaches and operations, particularly related to MEL, is a plus.
- Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies and other stakeholders;
- Demonstrated experience in qualitative data collection, and experienced in using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data;
- Sectoral work and/or experience in nutrition, agricultural, livelihoods, resilience projects and NGO and government capacity strengthening.
Working Environment: Work is typically performed in an office environment, with short-term assignments in the field.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: This position may start remotely but may convert to an in-country position when COVID-19 restrictions allow it. Travel eventually will be required on a needs-basis to any or all of countries in East and West Africa, the Eastern and Southern Caribbean, and Latin America.
