Chemonics seek a Senior Logistics Advisor for the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. At the country level, the USAID Global Health Supply Chain Program supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
In the Central America region, the project conducts supply chain strengthening activities in Guatemala, Honduras, El Salvador and Panama and supports the commodity procurement of HIV/AIDS and COVID products.
The Senior Logistics Advisor in Guatemala will be responsible to lead the strategic and technical supply chain management assistance implementation activities in Guatemala in close coordination with the GHSC-PSM Regional Manager. He or she will support technical activities for supply chain management and strengthening in technical areas including governance and leadership, strategic planning, forecasting and supply planning, monitoring evaluation and learning, and procurement for HIV/AIDS, Family Planning and COVID-19 health commodities. The Senior Logistics Advisor in Guatemala will plan, coordinate, and lead technical events and workshops with external stakeholders and will play a key role in preparing project reports and activity summaries. The Senior Logistics Advisor in Guatemala will maintain effective and strategic communication and coordination with the client, cooperating agencies, ministry of health and social security institutes officials.
The Senior Logistics Advisor will be based in Guatemala City, Guatemala with potential regional travel to Central America. The Resident Logistics Advisor will report directly to the GHSC-PSM Regional Manager based in Honduras.

Responsibilities:
- Lead the projects technical implementation to strengthen the supply chain of HIV/AIDS, Family Planning and COVID-19, based on the project´s strategic long-term vision, USAID-Guatemala priorities, and approved work plan objectives
- Serve as the primary in-country liaison with USAID-Guatemala and cooperating agencies, the ministry of health and social security institute, and represent the GHSC-PSM Guatemala at local meetings and events
- Cultivate, manage, and strengthen relationships with the ministry of health, social security institute, local organizations, cooperating agencies and the USAID-Guatemala mission
- Supervise and lead the GHSC-PSM Guatemala technical staff for HIV/AIDS, Family Planning and COVID-19, to effectively implement the countries work plan activities
- Collaborate with the project’s technical leads for El Salvador, Honduras, and Panama and with the regional manager to identify, plan, and oversee activities to strengthen the supply chain management of health commodities, including HIV/AIDS, Family Planning and COVID-19
- Lead the development and implementation of technical/quality standards, guidelines, and tools related to supply chain management strengthening interventions within the tiered network, including but not limited to forecasting and supply planning, procurement, warehousing & distribution, logistics management information systems, and human resource development in supply chain management
- Lead the project´s critical planning of the technical activities including general administrative tasks: scheduling, trip planning, booking conference spaces, managing stipends, and other
- Lead the preparation of high-quality project reports, deliverables and success stories; as well as ad hoc client reporting requests for all the technical components (HIV/AIDS, Family Planning and COVID-19)
- Lead the data collection, data aggregation and data reports on key performance indicators, as requested by the client and defined in the work plan activities
- Complete other duties as assigned by the GHSC-PSM Regional Manager
Qualifications:
- Minimum eight (8) years of experience in public health program management, pharmaceuticals and medical supplies, supply chain management systems, and/or systems strengthening (desirable in health commodities and working with international cooperation projects)
- Minimum five (5) years of experience in management roles within development projects, experience working with U.S. government preferred
- Bachelor’s degree in industrial engineering, pharmaceutical chemistry, public health sciences, logistics, or similar required; Master’s degree preferred
- Knowledge of and practical experience implementing supply chain management best practices in subjects including strategic planning, procurement, warehousing, forecasting and supply planning, and logistics management information systems
- Experience in capacity development and knowledge transfer
- Experience in data collection, data processing and data analytics
- Experience working in monitoring and evaluation reporting and data validation processes
- Excellent written and oral communication ability, including the preparation of high-quality qualitative reports and summaries
- Proven diplomatic and interpersonal skills in working with clients and technical stakeholders and in managing client expectations and competing priorities. Ability to work well with multiple stakeholders
- Experience working with the national and local government institutions.
- Mastery of the Microsoft Business Suite (e.g. Word, PowerPoint, Excel)
- Demonstrated leadership, versatility, and integrity
- Possess excellent organizational and multi-tasking skills
- Spanish fluency and advanced English proficiency, both verbal and written, required
- Availability to travel to different departments of Guatemala
