Tools for Integrated Management of Childhood Illness (TIMCI) is a global effort led by PATH to accelerate availability, adoption and scale-up of tools to identify severe illness and decrease mortality in children under five years of age. PATH and its primary partner, the Swiss Tropical and Public Health Institute (Swiss TPH), is implementing a five-year project funded by Unitaid. TIMCI has two major goals that both seek to improve detection of severe disease in children under five: 1) to improve healthcare workers’ ability to diagnose severe disease by equipping them with pulse oximeters (POX) and electronic decision support tools; and 2) to accelerate the development and market entry of noninvasive devices that augment the features of a standard POX with one or more additional vital sign measurements. This project began in July 2019 and is being implemented in four countries: Senegal, Kenya, Tanzania, and India.
PATH is currently recruiting for a Senior Global Finance and Administrative Officer for the Market Dynamics program’s TIMCI team. The Senior Global Finance and Administrative Officer will manage the contractual, financial, and compliance requirements of the TIMCI project with support from colleagues in PATH’s field offices. They will provide guidance to the technical team regarding Unitaid compliance; ensure financial allowability, allocability, and reasonableness of costs; and provide oversight and guidance to financial management practices.
- Project financial management
- Master and maintain accurate information in Business World, PATH’s financial system, acting as a resource for the project team.
- Manage financial aspects of activities for TIMCI, including (but not limited to) monitoring project expenses against donor and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, and correcting budget and coding problems in a timely manner.
- Develop and implement project financial tracking systems to complement summary data in Business World and aid project management.
- Prepare regular financial analysis and reporting as needed to facilitate project decisions.
- Manage funding across a large, complex project with multiple partners.
- Advise TIMCI team on long-range budget/planning issues; monitor expenses and budgets; and conduct financial analyses including forecasting and pipelines.
- Participate in program development and proposal writing and budgeting, as needed.
- Contracts management
- Manage contractual responsibilities for the team, including (but not limited to) requests for application, sub agreements, subcontracts, purchase orders, work orders, and consultant agreements.
- Input subordinate agreement requests into Salesforce and coordinate with the Office of Grants and Contracts and Legal Affairs to develop agreements and maintain agreement records from initiation to closeout.
- Review and support the development of scopes of work and recommend payment mechanisms.
- Negotiate and monitor subordinate agreements, including complex collaborations with public and private organizations in the US and other countries.
- Using PATH’s best practices and available tools, ensure timely receipt of all deliverables, adherence with terms of all agreements, and timely payments to subrecipients.
- Participate in technical meetings to advise on operations processes and monitor for potential compliance risks.
- Conduct period sub-recipient monitoring to ensure the project subs are in compliance with donor regulations and oversee the monitoring done by the Country PADMs
- Develop in-depth understanding of PATH policies and procedures as well as donor rules and regulations.
- Work with project staff to ensure compliance with PATH and donor requirements.
- Act as a liaison between project team and PATH shared services groups, such as Procurement, Human Resources, and Accounting.
- Oversight of Country PADMs
- Set up an effective oversight structure and rhythm of reporting
- Oversee the work of the PADMs working part-time on the TIMCI project in Kenya, Tanzania, Senegal & India
- Provide guidance and training to help build PADM capacity to manage their pieces of the budget and monitor the subrecipients in their countries.
