Based in New York or Washington DC this position sits within the Latin American Regional Unit in the Crisis Response, Recovery & Development Department, reporting to the Regional Director. The Program and Measurement Officer plays a vital role within a regional team that is supervising a regional portfolio of humanitarian relief and post-conflict recovery programs in support of two country offices covering activities in five countries: Colombia/Venezuela and Northern Central America (majority of activities in El Salvador with funding and discrete activities in Honduras & Guatemala). The main tasks of the position are 1) to support all non-European donor grants from proposal, reporting and donor engagement and 2) support in-country measurement and learning staff in their efforts to ensure that program data are of high quality and used effectively for decision making, as well as that these efforts are aligned with IRC’s global vision and delivery plans for measurement.
Candidates should be well organized and self-motivated with demonstrable writing, management, and creative problem solving skills. The successful candidate will liaise with country programs, support departments, and our government relations office in Washington DC to resolve country office and/or regional issues as part of the regional awards support unit.
The Program Officer should be capable of managing multiple and complex tasks; thrive under pressure; have strong people skills; and be capable of interfacing successfully with internal actors, donors and partners to resolve program issues. S/he should also feel comfortable in a representational role, speaking on humanitarian and recovery issues to policy makers, donors and other audiences.
ESSENTIAL JOB FUNCTIONS:
Coordination and Supervision
- Provide grant management support for all non-European donor grants, including proposal submission, ensuring donor reporting requirements are met and dealing with donor related issues;
- Maintain a strong relationship with the RD, RGD and Measurement unit reporting on a regular basis and copying them on relevant communications – through an established communications protocol;
- Periodic travel to country offices to provide support and monitoring across the areas of programs and grants and measurement
- Manage interdepartmental relationships with the Policy and Practice Units and NY support departments on proposals, reports, and additional requests for information;
- Work closely with NY and DE departments and units to provide ongoing support to country offices as requested and needed;
- Act as regional or country representative in both internal and external initiatives and meetings;
- Coordinate with the Program Officers and Measurement Officers for other regions for information sharing and to establish a coherent program support and backstopping function between headquarters and the field.
Program Design & Strategy Support
- Review and provide substantive feedback on proposals/reports. Draft proposals when necessary;
- Review budgets and supporting documentation for proposals in coordination with the Grants and Compliance Unit and Regional Controllers, and assist in creating budgets when necessary;
- Remain informed about programmatic issues and security & political developments in the region;
- Stay in regular contact with CD, DDP, and Grants staff on program progress and potential/identified compliance issues;
- Work with RD, RGD and CPs to inform general programmatic capacity and direction of country program, discuss impact of and capacity to pursue new potential opportunities
- Facilitate follow-up on programmatic issues to ensure accurate and timely financial and narrative reports to donors;
- Negotiation, review and processing of agreements and sub-agreements;
- Coordinate with the various fundraising departments on fundraising initiatives, proposals and opportunities in the region.
- Maintain contact with donors regarding program amendments or budget realignments.
- Liaise with US-based donors on ongoing/future Latam programs & strategies;
- Liaise with the IRC DE Regional Program Manager and Regional Grants Officer (London-based) to ensure that the region has a full picture of emerging new business opportunities from donors such as DFID, SIDA, ECHO, EuropeAid and others.
- Support advocacy efforts for the region as requested by the Washington DC office and Regional Director;
- Participate in advocacy and/or representational visits, events and meetings
Data quality, availability and use
- Support CP to ensure every program has a complete and well-designed M&E plan that takes into account cross cutting client feedback mechanisms
- Coordinate support from Measurement unit and internal IRC measurement community to support design of data collection and management systems and tools for client feedback mechanisms.
- Guide CP to ensure data collection methods and tools are consistent with sector specific technical guidance and meet global quality standards.
- Support routine and as needed quality assurance practices; perform periodic data quality assurance.
- Support data analysis and visualization to facilitate effective data use.
- Support M&E in the region by ensuring that a consistent approach is used that enables cross-cutting consolidation, analysis, and reporting to all stakeholders involved.
- Actively participate and contribute to the global community of practice and other knowledge management efforts including Coordination of all regional and in-country evaluation efforts (as requested by donors and/or as developed by program staff) to inform and obtain guidance and support from IRC’s Research, Evaluation, and Learning Unit.
Measurement staff development
- Support country measurement staff through connecting with measurement resources and building capacity in-line with IRC global standards
- Assess staff capacity building needs, facilitate specific capacity building trainings, recommend training opportunities working in coordination and with guidance from the Senior Advisor Measurement Action.
- Disseminate IRC global guidance and standards and support adoption and compliance.
- Collaborate with technical advisors to ensure all guidance conforms to both general and sector specific standards.
Other Key Areas of Responsibility
- Provide coverage for key program/support functions in the field as requested, to assist with short-term gaps and emergency support;
- Liaise with communications and external relations staff to inform IRC media products
- As needed, support country program to ensure procurements meet donor requirements
- Review of and support to creation of country-specific strategic action plans (SAPs);
- Lead in recruitment of grants-related positions for country offices;
- Participate in special projects as needed and other tasks as assigned.
- Masters Degree in a related field that includes measurement or
statistical analysis, or at least two years comparable related experience;
- Three years’
progressive work experience including implementing, and supporting M&E
frameworks and results, ideally with a relief and development NGO and Ideally with
some experience including baseline
research, logic models, data collection and analysis, mid-term evaluations,
outcome evaluations, and in mentoring and teaching-by-doing other M&E
- Two years’ international field experience highly desirable;
- Proven ability to operate in a complex organization, across
functions and projects, on own initiative and collaboratively as part of
- Program management, development and/or grants management
- Good understanding of basic ICT principles and the logic of data
collection and management systems.
- Proven ability to effectively manage relationships (e.g., with
internal actors, peers, donors);
- Effective people management skills: ability to collaborate and promote
productivity in a pleasant work environment;
- Familiarity with countries in the region ideal; including
cultural, gender, and access considerations with the aim of enhancing project
learning, quality, and data-driven decision making
- Solid organizational skills: ability to be flexible & work
well under pressure in a fast-paced multi-task team environment;
- Excellent written and oral communication skills in both English
- Strong computer skills: proficiency with MS Office – especially MS
Excel. Ideally knowledge of data collection and assessment tools
- Willingness and ability to travel up to 30% of time.
