Amec Foster Wheeler Environment & Infrastructure is currently seeking an experienced Quality Assurance Field Representatives (QAFR’s) to support the Tetra Tech-led Engineering Support Program (ESP) with USAID’s Afghanistan Mission. ESP will provide technical assistance to the Mission by way of independent engineering support, construction supervision, and quality assurance services for ongoing and planned construction, design/operations and maintenance projects for all areas of USAID-funded infrastructure. Initial projects under ESP include, electrical transmission and distribution facilities, substations, electrical generation facilities and other infrastructure. Experience providing quality assurance and construction inspection services for infrastructure projects in Afghanistan is mandatory and experience on electrical infrastructure projects is preferred. Many projects will be performed in close coordination with Da Afghanistan Breshna Sherkat (DABS), the national electrical utility company.
These full-time positions will be field-based in various project locations throughout Afghanistan. The QAFR’s will provide oversight and reporting for infrastructure projects under the overall direction of the Amec Foster Wheeler Deputy Construction Manager (DCM) for ESP based in Kabul. Candidate must supply information on geographic locations (province and district) within Afghanistan where they have worked.
Contract length: Up to five (5) years. The ESP has an initial contract term of three (3) years with two (2) option years.
- Provide quality assurance / field inspection services as directed by the DCM
- Maintain Daily Log of all construction and other relevant activities on site
- Provide inspection and progress reports on a daily basis to the DCM
- Brief DCM on construction schedule compliance issues
- Identify potential construction issues in the field and recommending interventions to the DCM as needed
- Review and verify construction quantities for payment; review and certify contractor invoices
- Maintain “As-Built” set of construction drawings for project record purposes
- Other tasks as assigned by DCM
Minimum of 3 years (5 or more preferred) of quality assurance / field inspection experience in Afghanistan (specific experience on electrical infrastructure projects preferred)
University degree in engineering, construction management or related technical field
Ability to communicate in English both verbally and in writing
Ability to work in austere conditions
