Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal German enterprise and supports the German Government to achieve its policy objectives in international cooperation and sustainable development. The department International Services is an integral part of GIZ and provides its services to international clients such as the EU, bi- and multilateral organisations, national governments as well as private sector companies.
Currently, GIZ International Services is preparing to bid for the EU funded project “Technical Assistance for Support to Bangsamoro Transition (SUBATRA)”.
The objective of the project is to strengthen the capacity of the new Bangsamoro Transition Authority, established by the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao ratified on January 21st, 2019, to efficiently handle the transition as per peace process instrument and Bangsamoro Transition Plan provisions.
A particular focus is placed on capacity building of the Government’s superstructure to formulate, implement and monitor transitional policies, capacity building of key governance ministries to deliver basic social services and promote an enabling good governance environment, and capacity building of the Parliament to exercise its legislative, oversight and representation functions.
Areas of support to be provided by the technical assistance would include institution and capacity building (including public administration and civil service reforms), public policy development, legal development, human resources development, knowledge and IT tools for governmental work.
The Public administration expert will be in charge of the enhancement of the Bangsamoro Transition Authority’s (BTA) executive branch to efficiently handle the transition capacities of the executive branch superstructure to impulse and monitor transitional policies. Her/ his tasks include:
Improving structuring, organisation and processes of the Office of the Interim Chief Minister (OICM) inkeeping with best standards of Prime Minister’s offices in parliamentarian forms of Government.
Improving capacity of the OICM to plan, implement, coordinate and monitor the Transition Plan and the Bangasamoro Regional Development Plan
Improving capacity of the OICM to sensitize Bangsamoro population on the transition’s outcomes and progress capacity of the administrative machinery, especially key governance ministries, to implement policies and deliver basic social services
S/he will also support the teamleader in:
Updating and improving the strategic framework for the reform of the public administration (public administration development plan) and its implementation is on-going, with regular and robust coordination and reporting
Strengthening the capacities of the ministries or offices that are critical for establishing an enabling governance environment to perform their sectoral functions as well as policy planning, monitoring and evaluation functions
Improving professionalism, neutrality and legal, financial, managerial capacities of the new BARMM civil servants
Qualifications and skills:
At least Master’s degree in Public Administration, Law, Economics, Social Sciences, Political Science or closely related field, or, in its absence, a minimum of 5 years’ experience additional to the general professional experience required below;
Excellent command of English;
Knowledge of local language is an advantage.
General professional experience:
Minimum 10 years as public official or advisor or consultant in State institutional building, public administration reform or civil service reform.
Specific professional experience:
Minimum 7 years working experience in providing policy and capacity building support to ministries and public institutions;
Proven experience in civil service reform with documented experience in minimum one of the following issues: civil service legal framework, civil service day to day and foreseeing human resource management, civil service reforms in the context of structural adjustments;
Demonstrated experience in civil servants training issues;
Experience of leading “change management” teams in either the public or private sector is an advantage;
Experience as an expert or consultant in the Philippines public administration is an advantage.
