The Diagnostics Program (Dx) at PATH conducts research and development, technical evaluation, introduction, and technology transfer of low-cost, rapid, novel and easy to use diagnostic tests that are appropriate for use in developing country health systems.
PATH is currently recruiting for a Project Administration (PADM) Officer to be the lead administrator supporting the financial, contractual, and compliance aspects of projects addressing health issues across a wide range of disease areas and development stages. The PADM Officer will provide administrative leadership to a large, multi-year project and shorter-term, smaller-scale initiatives. We are seeking an experienced, team-oriented, and quality-focused professional to contribute to our goal of making appropriate devices and interventions available, broadly accessible, and integrated within the health systems in low-resource settings.
- Project financial management
- Manage financial aspects of activities for assigned projects, including (but not limited to) monitoring project expenses against donor and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, and correcting budget and coding problems in a timely manner.
- Prepare regular financial analysis and reporting as needed to facilitate project decisions.
- Manage funding from multiple donors across projects, including cost share.
- Advise teams on long-range budget/planning issues; monitor expenses and budgets; implement financial tracking systems; and conduct financial analyses including forecasting and pipelines.
- Contracts management
- Manage all contractual responsibilities (awards and subordinate agreements) for project teams, including (but not limited to) collaborative agreements, subagreements, subcontracts, purchase orders, work orders, and consultant agreements.
- Develop, negotiate, and monitor subordinate agreements, including complex collaborations with public and private organizations in the US and other countries, particularly developing countries.
- Review contractual scopes of work and devise milestone payment schedules and/or reimbursable payment terms.
- Using PATH’s best practices, develop tracking and monitoring systems to ensure timely receipt of all deliverables, adherence with terms of all agreements, and timely payments to sub-recipients.
- Compliance and headquarters relations
- Develop in-depth understanding of PATH policies and procedures as well as donor rules and regulations, especially the US government and the Bill & Melinda Gates Foundation.
- Work with project staff to ensure compliance with PATH and donor requirements.
- Act as a liaison between project team and PATH shared services groups, such as Procurement, Legal, Human Resources, Accounting, and Grants and Contracts.
- Backstop project managers and other team members on programmatic issues/activities.
- Represent projects externally to international agencies, collaborators, other nongovernmental organizations, and the donor community.
- Liaise with donors on contractual and financial issues, as needed.
- Proposal development and reporting
- Participate in program development and proposal writing.
- Lead development of cost proposals.
- Contribute to writing, editing, and coordinating progress and final reports.
