The Project Accounting Manager will provide accounting and financial compliance support to ACDI/VOCA field accounting and HQ project teams. The position will closely interact with HQ based project teams, field office accounting teams, and Chiefs of Parties.
The position requires accounting analysis, development and maintenance of various account reports, ensuring accuracy of general ledger transactions, mentoring filed office accounting teams, and other complex accounting matters. The position reports directly
to the Director of Project Accounting and is part of the Finance and Accounting Department.
Primary activities include but are not limited to: monitoring field office operations so they align with internal control procedures; reviewing general ledger transactions received from field office and working with field office accounting staff on correction
of any procedures; reviewing project specific field office documents and timesheets; analyzing field offices on outstanding accounts receivable; reviewing balance sheet account reconciliations and claim analysis for projects concerns; collaborating with the
Regional Compliance and Support Unit on field office start-ups and close outs; regular travel to the field office to conduct financial reviews, providing training for field office accountants and setting up internal control procedures; and assisting with selection
and testing of field finance staff.
In addition, this position will involve the review of sub-recipient’s progress on fulfilling cost sharing commitment and payment requests against life to date disbursements and obligated award. This person will also assist with preparation/presentation of field
office training materials.
Minimum Qualifications include a Bachelor’s degree in Accounting; a Master’s degree is preferred. We are seeking someone with a minimum of 7 years of progressive accounting experience to include account reconciliation and General Ledger analysis. Knowledge
of USG regulations (2CFR 200, FTR, and Sub-recipient monitoring) and GAAP is required. Experience working with international US NGO supporting complex programs with multi sites, partners, and funders is required. Additionally, the role requires experience
working with multi-media applications, accounting software packages (QuickBooks), Power Point, Excel, and other Microsoft programs. Ability and willingness to travel internationally is required. Fluency in English is required; fluency in Spanish is preferred.
