Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
Climate change and environmental degradation are now considered as some of the greatest challenges, with major implications for economic growth, income and jobs, health and livelihoods. While this applies globally, the MENA region is also significantly affected, and the costs of climate change are likely to be borne disproportionately by the most vulnerable groups such as women. The economic gender gap in the MENA region remains one of the largest in the world, despite substantial progress being made in the last few years. Female labour force participation is the lowest worldwide, estimated at an average of 20% in 2019.
To address the double challenge of climate change and gender in the world of work, the Sida-funded ADWA’ project is entering into a second phase which will build on and expand the work of the project both technically and geographically by adding two additional partner countries in the Levant region: Jordan and Lebanon (in addition to the already existing target countries of Egypt, Morocco and Tunisia).
Over a period of five years, including an inception phase of 6 months, and building on the results achieved during phase I, the project will work to achieve its Development Objective: Targeted MENA countries benefit from an environmentally sustainable economy characterised by decent and green jobs available to women and men on an equal basis This will be achieved via the three connected Outcomes:
- Economic reforms enable growth of green and inclusive jobs in partner countries
- Ratification, reflection in national jurisprudence and increased knowledge of ILS in partner countries with a special focus on employment and gender issues
- The private sector invests in green businesses/jobs and promotes women’s entrepreneurship in partner countries
The project’s phase II key interventions will clearly align with existing national and regional strategies and contribute to the achievement of SDG 8. It is anticipated that the multi-country regional approach will enable mutual exchange of knowledge, learning and experiences.
The Programme Officer will provide technical and programmatic support to the Chief Technical Advisor, involving participating in missions to the region, backstopping regional level work under Outcome 1 (Employment), as well as M&E functions.
Reporting lines:
The Programme Officer will report directly to the Chief Technical Advisor based at ILO DWT/CO-Cairo. The incumbent will also liaise closely with the project teams in North Africa and the Levant to ensure the effective implementation of the ADWA’ project.
Description of Duties
- Provide technical support to project staff and national partners in the design, implementation, monitoring and evaluation of project activities under ADWA’ phases I and II, in coordination with the ILO HQ and field offices in the MENA region. In particular, provide backstopping support for regional research across target countries, support the coordination of project activities across the project countries, and provide inputs into regional knowledge-sharing workshops and regional training based on these studies.
- Monitor specific aspects of project implementation. Identify problems and propose actions or solutions. Draft comments on designated aspects of project progress. Draft project revisions based on negotiations with donors, changed work plans, or budget reallocation.
- Provide technical input into the design, development and implementation of the project’s M&E system, including the evaluability assessment, the M&E plan and other evaluation tools.
- Establish and maintain strong working relationship with a wide range of national partners in the economic and social field in the Middle Eastern project countries, including representatives of National governments concerned with employment, International Labour Standards, enterprise development, employers’ and workers’ organizations, as well as private sector ADWA’ project partners.
- Coordinate, promote linkages and share best practices and lessons learnt within the project and with other relevant ILO projects/programs, ILO units and external stakeholders.
- Undertake missions in relation to project implementation, more specifically participate in missions to the project countries in the Middle East.
- Provide support on the knowledge management related aspects of the project, including web-based communication on objectives, activities and achievements.
- Provide guidance and supervision for consultants/external collaborators, jointly with the project’s Chief Technical Advisor.
- Perform any other duties as may be assigned by the Chief Technical Advisor.
Required qualifications
Education
First level university degree in economics, social science, development studies or other relevant field.
Experience
At least three years of experience in a relevant area, preferably at the international level. Familiarity with the mandate and the tripartite structure of the ILO would be an advantage.
Languages
Excellent command of English and good knowledge of French. Knowledge of Arabic would be an advantage.
Competencies
• Good knowledge of project administration and evaluation concepts and procedures; knowledge of Office’s financial rules and regulations.
• Ability to draft reports and prepare guidelines relating to programme development and implementation.
• Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda.
• Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
• Ability to work on own initiative as well as a member of a team and ability to deal with people with diplomacy.
• Ability to communicate effectively both orally and in writing, as well as ability to clarify information.
• Good knowledge of the role and operations of UN system activities for development. Ability to negotiate persuasively with donor representatives.
