Project Background and Job Summary:
RTI International is implementing the USAID Transforming the Education System for Teachers and Students in Liberia (TESTS) Activity. This activity will work closely with and support the Liberian Ministry of Education (MOE) to improve the quality of teachers’ instruction in early childhood education (ECE) and primary grades. This position is based in Monrovia, Liberia. The successful candidate must possess excellent oral and written communication skills, including fluency in English.
This position will provide support to the TESTS Technical Director in selecting Teacher Training Institutions (TTIs) and demonstration schools, in establishing relationships between them, and in strengthening their ability to produce quality teachers. The applicant selected to fill this position will work closely with technical experts across selected TTIs, with representatives from the Liberian Government, and with RTI partners and home office technical experts to ensure that TTIs and demonstration schools are supported in accordance with the Activity’s needs and specifications.
- Support the TESTS Technical Director in identifying the eight TTIs to work with and, with those TTIs, identifying up to seven demonstration schools for each TTI.
- Coordinate with the TESTS Grants Specialist in establishing and managing a small grants program to equip TTIs and demonstration schools and make them equitable for all teacher-aspirants and accessible for individuals with disabilities, as needed.
- Monitor TTI use of TESTS-supported technology and report on challenges and successes.
- Support development of networks of TTI demonstration schools in which teacher-aspirants can receive hands-on practice.
- Support development of demonstration school performance standards and monitoring of schools per these standards.
- Train TTI administrators on how to select and sustainably manage demonstration schools, coordinating with the TESTS GUCs Specialist in using small grants to support TTIs in establishing demonstration school partnerships.
- Coordinate with other TESTS staff to train demonstration schools’ faculty in how to use assistive technology equipment and materials and monitor how effectively TAs are using the materials.
- Coordinate with TESTS Community Engagement Coordinator in engaging communities to support TTIs and demonstration school teachers.
- Lead ongoing monitoring and evaluation of the effectiveness of TTI-demonstration school partnerships and of networks among demonstration schools.
- Support development of teacher-aspirant Tracking Portal and mechanisms for tracking TTI and demonstration school use of the Portal.
- Perform other tasks as needed.
Minimum Required Education & Experience
Masters degree and 3 years of experience or Bachelors Degree and 6 years of experience or equivalent combination of education and experience on programs, including experience in working on USAID-funded and/or education projects strongly preferred.

- Demonstrated ability to perform responsibilities outlined above.
- Prior experience designing and implementing teacher pre-service training. USAID or other donor-funded experience preferred.
- Prior experience coordinating with TTIs and/or networks of schools.
- Ability to develop effective working relationships with donors, government counterparts at all levels, local organizations, community groups, and other program partners and stakeholders.
- Understanding of the Liberia teacher pre-service training system and key stakeholders.
- Strong oral and written communication skills in English.
- Availability to travel.
