Malaria is a top priority of the Bill & Melinda Gates Foundation. Our new multi-year Malaria strategy, Accelerate to Zero, adopted in late 2013, addresses the areas in which we believe the foundation is best positioned, among a broad spectrum of partners, to develop groundbreaking approaches to reducing the burden of malaria and accelerating progress toward eradication of the disease. Our strategy focuses both on improving current approaches and on intensive research and development toward the creation of new drugs, vaccines, vector-control tools, and diagnostics to prevent and interrupt transmission of the two major species infecting humans – P. falciparum and P. vivax. The foundation works with bilateral and multilateral partners to drive the discovery, development and delivery of improved and new tools; demonstrate and document impact, especially of integrated interventions; and improve surveillance, monitoring, and evaluation needed to achieve and document eradication. We also engage in modeling to better understand the potential impact of new tools and the optimal combination of such tools to achieve eradication in different settings. Underlying these efforts is our ongoing analysis of financial needs and advocacy for sustained commitment, funding and supportive policies that are needed in the long-term fight against malaria.
The Malaria Program Strategy Team (PST) is recruiting a Program Officer (PO), Surveillance and Operations Research, to support the Director and team in achieving its impact goals by:
• Contributing to the development of team strategies, providing analytical support, and coordinating and managing a range of project grants and contracts.
• Developing, in close collaboration with the team and our implementing partners, an operational research agenda to address key learning questions related to surveillance and delivery of interventions within elimination programs.
• Managing a portfolio of operational research projects addressing the technical, operational and financial feasibility of new elimination implementation strategies and tools.
• Supporting the malaria team in refining and further developing a surveillance strategy for malaria elimination and eradication; with a focus on new tools for the collection, management and analysis of surveillance data.
Specifically, the PO will be expected to:
• Work within Malaria’s delivery team to plan, manage and implement project strategies, and negotiate, execute and manage complex, performance-based contracts/grants.
• Manage the operational research strategy and associated investment portfolio and ensure that these are aligned with the team’s overall Accelerate to Zero malaria eradication strategy.
• Review letters of inquiry, investment ideas, formal concept note submissions, and proposals; provide clear, concise and insightful verbal and written analyses and recommendations, including drafting, editing, and presenting investment summaries and progress reports for review by foundation leadership.
• Collaborate with team members to manage internal processes and portfolio progress while ensuring appropriate documentation, budgeting and reporting.
• Partner with grantees to develop projects, define key outcomes and milestones; ensure that appropriate monitoring and evaluation systems and processes are established to produce robust evaluation of outcomes.
• Track grants against key strategic learning questions and ensure other staff/initiatives are kept informed in real time to ensure agile strategic decision-making.
• Prepare and write briefs and synthesize existing literature. Provide written analysis of key topics for foundation management.
• Collaborate with foundation colleagues in related program areas to take advantage of cross-sector grant making opportunities.
• Serve as a point of contact on portfolio-related issues for key internal and external stakeholders; conduct high quality interactions and clear and consistent communications with partners in the field.
• Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning. This may include conducting site visits, providing operational guidance and convening meetings of key stakeholders.
• Represent the Foundation to key program-related constituencies, including presentations, conferences and meetings.
The ideal candidate should have:
• An MPH or MSc in Epidemiology or related subject.
• Minimum 5 years’ professional experience working on malaria epidemiology, surveillance and/or operational research in developing country contexts.
• Demonstrated success in a role requiring strong project management and organizational skills. Experience of planning and executing field programs and/or operational research projects is highly desirable.
• Experience in strategic planning and strategy implementation, including demonstrable experience with in-country projects. Field experience in malaria elimination settings would be a strong asset; with experience in Southeast Asia strongly preferred.
• Thorough and up-to-date technical knowledge of malaria epidemiology and biostatistical methods.
• Demonstrated track record of working collaboratively in a team-oriented, highly demanding environment.
• Demonstrated ability to adapt to changing circumstances, proactively manage risks, and navigate ambiguity.
• Ability to initiate and drive complex projects as well as navigate a wide network of stakeholders diplomatically and efficiently.
• High detail orientation and affinity for data, with the ability to artfully manage tactical execution while remaining objective when absorbing and presenting information.
• Demonstrated ability to exercise independent judgement in developing methods, techniques and evaluating results; ability to think strategically and challenge conventional thinking.
• Demonstrated excellence in scientific writing, data analysis, written and oral communication skills, and experience advocating and communicating with a broad and diverse audience; attention to detail in writing and proofing material, and in tracking and managing projects and grants.
• Demonstrated ability to work with efficiency, diplomacy, flexibility, and a sense of humor particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
• Ability to travel up to 30% domestically and internationally.
This position is Seattle, WA based and will report to the Senior Program Officer, Malaria.
