BEQUAL directly supports education priorities of the Government of Laos described in the Education Sector Development Plan prepared by the Ministry of Education and Sports (MoES) and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy. BEQUAL is designed to be implemented over a total of 10 years. In the first years, from 2015–2018 BEQUAL has been working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. Since 2018, BEQUAL’s key activities have been focusing on assisting the MoES with the revision and implementation of the national curriculum for grades 1–5 in all 18 provinces. This includes the development of an aligned pre-service primary curriculum, teacher development and intensified support in 32 targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups. Phase 2 will commence in September 2020 for a period of two to five years.
The Position – Reserved for Lao National Citizens
The Program Manager will be a member of BEQUAL’s Senior Management team, contributing significantly to the successful implementation of BEQUAL activities and is expected to take on management responsibility, depending on the Program Managers’ area of expertise. S/he will work closely with the Team Leader to manage MoES relationships, prepare and manage BEQUAL governance meetings, represent BEQUAL with national audiences, provide inputs to BEQUAL strategy discussions and assist with trouble-shooting.
The Program Manager will manage and implement BEQUAL-MoES governance mechanisms in accordance with the BEQUAL decree, analysing MoES and relevant GoL policies and decrees, advising the Team Leader accordingly and ensuring that BEQAUL operational activities are aligned to MoES processes and systems. The Program Manager will ensure that MoES policies and protocols are understood and adhered to in the implementation of program activities and will facilitate constructive and respectful working relationships with delegated MoES personnel and senior government officials.
This position is one of growth with the intention of developing the incumbent for a Senior National Manager level position in BEQUAL Phase 2, therefore, a project management component will be integrated into the role.

You will have a graduate qualification in a relevant field such as project management, public policy and administration. education or similar and at least five years of relevant professional experience. You will demonstrate experience working with the Government of Lao PDR at central, provincial or district level with a good understanding of Government systems and processes. The successful candidate will also have experience in managing and implementing projects at a national or sub-national level in areas such as project coordination, monitoring and analysis, operations, disability or gender, education or similar areas relevant to BEQUAL.
Demonstrated ability to analyse the program’s contextual environment and contribute to strategic discussions is essential. Capacity to work independently with a high level of initiative as well as the capacity to work as part of a team are essential. Along with excellent communication skills you will have a very good understanding of Government of Lao protocol and be fluent in Lao, including formal correspondence and demonstrate very good English language skills.
