With 40 years of experience conducting relief programming in the Region, including 15 years in Colombia and 15 months focused on the Venezuela Regional Crisis, Mercy Corps is now in the process of building a multisectoral response program in Venezuela. Mercy Corps is focusing its interventions on strategic sectors based on need assessments developed by the organization and other humanitarian actors working in the country. With funding from public and private sources, Mercy Corps is working together with partners in Venezuela to respond to these needs, bringing benefit to the most vulnerable population in the country.
The Program Manager is a project-funded position with the aim of coordinating and implementing the delivery of humanitarian response actions including daily support of program activities, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. The PM is a team member, able to develop and mentor partners in Venezuela. He/she is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. In coordination with Venezuela Team Leader, s/he builds relationships with local partners, beneficiaries and donor representatives, contributing to achievement of country goals through innovation and program development and displaying expertise in different sectors as well as regional experience to partners on the ground. The aim of the 11 months, ECHO-funded Critical Multi-Sector Support for the Venezuelans Affected by the Regional Humanitarian Crisis is to provide lifesaving medicines, preventative healthcare and humanitarian information services to be supported by the PM in close coordination with other Venezuela Response Team members.
Essential Job Responsibilities
STRATEGY AND VISION

- Collaborate with Mercy Corps’ program, finance and administrative staff.
- Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with ECHO and Mercy Corps policies and procedures.
- Implement and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy Corps’ best practices.
- Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
- Ensure all interventions adhere to Humanitarian Country Team and Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
- Ensure knowledge of and compliance with appropriate national and international procedures, policies and regulatory codes
- Participate in technical sectorial group meetings at country level and provide substantively to the development of general and specific objectives of Sector´s Terms of Reference.

Knowledge and Experience
- (BA/BS) or equivalent in Social Sciences, Community Medical Health, Nutrition or other relevant field; MA/S in Social Sciences, Public Health or relevant field for Humanitarian Action or Human Rights.
- 10 of years of international relief and development program management experience in health, food security or nutrition, ideally in the Region.
- Working experience with Inter-Agency mechanisms
- Good understanding of Venezuela’s political and socio-economic context.
- Established ability to manage and communicate effectively with team members of varied work styles.
- Demonstrated flexibility and creativity in planning and problem solving.
- Proven ability to learn quickly, lead a program to achieve stated results and objectives.
- Experience with the development, implementation & compliance of European donors & corporate/private funded programs.
- Ability to effectively represent Mercy Corps and its interests to key stakeholders.
- Experience working with host governments, national and international NGOs.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
- Excellent oral and written Spanish and English skills required.
- Ability to work effectively with a multicultural environment.
- Previous experience in insecure environment
- Internationally recognized qualification in project or program management
- Knowledge of Sphere standards and other training in humanitarian response preferred.
The successful PM will combine exceptional management skills and experience in maintaining donor and partner relationships. They will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the Region. They will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential.
