Tasks
- Assist with strategic development and implementation of IFES El Salvador programming within the allocated budget and in adherence to the approved annual work plan while ensuring effectiveness, quality and timeliness of project activities.
- Oversee specific project activities as directed by the Senior Elections Specialist and provide technical expertise as needed.
- Supervise in-country support staff and consultants, providing feedback on performance.
- Develop and maintain relationships with key stakeholders, donors and partners.
- Organize the planning, administration and logistics of special events and key procurements in accordance with IFES and USAID policies and procedures.
- Draft technical reports and documents for submission to IFES HQ, USAID and other stakeholders.
- Provide political context and updates to IFES Senior Elections Specialist and HQ staff.
- Serve as a back-up of senior management in the absence of the Senior Elections Specialist. This may include representing the Senior Elections Specialist and the project at offsite meetings, if necessary.
- Other duties as assigned.

Qualifications
- At least 10 years’ experience working in international program management, especially in democratic development, elections, and/or political financing.
- Required fluency in Spanish
- Excellent command of the English language a plus
- Bachelor’s degree in political science, international relations or a related field; Master’s degree preferred.
- Strong analytical skills and an ability to take initiative and work both independently and in teams
- Excellent interpersonal and organizational skills
- Proven experience working with electoral commissions strongly preferred
- Proven experience working on a USAID-funded program strongly preferred
- Basic computer skills (Microsoft Word, Excel, Outlook) required
