Summary: Heartland Alliance International (HAI) seeks a Monitoring and Evaluation Program Associate to support the continued growth of a culture and practice of high-quality design, monitoring, evaluation, and learning (DMEL) for HAI’s programming in the Middle East and North Africa (MENA) region. Primary responsibilities include supporting the implementation of monitoring and evaluation (M&E) systems and events and building the capacity of HAI staff in M&E. The M&E Program Associate will be responsible for providing timely, regular, high-quality M&E technical support to MENA field offices with both new and ongoing programs.
Essential Duties and Responsibilities
Direct and Supportive Technical Assistance to MENA Projects
- Provide technical assistance to project and partner staff on implementing project-based DMEL, ensuring compliance with HAI and donor requirements; includes but not limited to: working with field teams to draft/coordinate data collection instruments, timelines for M&E events, data collection methodology, and databases for field team use
- Clean quantitative and qualitative data and conduct preliminary data analysis for data collected as part of program monitoring and/or stand-alone research projects, with guidance from the Associate Director, Research, Monitoring, and Evaluation
- Assist in the preparation of internal and external project reporting, including monthly and quarterly project updates
- Coordinate project evaluations as needed, with support from the Associate Director, Research, Monitoring, and Evaluation
- Document findings and assist in documenting and reporting key lessons learned to stakeholders
- Coordinate and facilitate periodic reflection meetings with relevant project and partner staff to review project data, identify challenges with implementation and monitoring, and plan for corrective adjustments
- Monitor projects to ensure established protocols have been implemented
- Support proposal development efforts, specifically with project design and developing M&E plans
- Conduct literature reviews and other research related to M&E and learning
- Routinely conduct data quality control checks of HAI’s MENA projects
- Provide regular administrative support to Chicago-based M&E and Learning staff, including preparation and review of internal and external documents, organization of materials and information, and support with ad-hoc requests
- Coordinate the flow of M&E related information from MENA country offices to HAI’s Chicago office
- Provide support to HAI’s global learning program using data from MENA M&E activities
- Assist with research reports, presentations, and academic articles based on evidence collected through HAI’s MENA projects
- Liaise with other HAI departments and implementing partners, as needed

Education and/or Experience:
- Bachelor’s degree in social sciences or related field
- One year of experience conducting monitoring & evaluation in humanitarian relief and development sectors
- Experience in the application of statistical methods, including qualitative and quantitative data analysis, and field research experience
- Experience in planning, development, implementation, and provision of monitoring and evaluation work for other international NGOs, donor organizations, or public or private sector institutions
- Experience supporting projects funded by the USG, UN, and other major donors
- Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
- High proficiency in STATA,, SPSS, Excel, or another statistical analysis software program
- Other software routinely used by Heartland Alliance
- Excellent oral and written English language communication skills
- Knowledge of Arabic or Kurdish preferred
- Demonstrated competency in public speaking
