The Program Area Manager (PAM) will be responsible for developing and managing technical assistance support to child welfare agencies on behalf of the Children’s Bureau (CB) in the areas of Continuous Quality Improvement (CQI) and the federal Child and Family Services Review (CFSR). The successful candidate will have broad knowledge of the public child welfare services continuum, child welfare policy and practice issues, sound CQI practices, and in-depth knowledge of and experience with the CFSR. In addition, effective collaboration, project management and communication skills are essential to the position.
- Establish and lead a “shoulder-to-shoulder” working relationship with CB staff
- Communicate with CB program leads about Center for States (Center) services to help achieve the CB priorities in the areas of CQI and the CFSR
- Develop relationships with other partners providing services to child welfare agencies
- Provide leadership in Center Meetings to represent field needs and CB priorities in the areas of CQI and the CFSR
- Collaborate as part of a Center team to ensure that the expertise, skills, and relationships of Center consultants and staff are leveraged to provide effective services to improve outcomes for children and families
- Work in close collaboration with national expert consultants in CQI as well as a broad range of other national experts to support states in improving practice and safety, permanency and well-being outcomes
- Provide expertise in CQI and the CFSR to develop products; manage, lead and/or facilitate events; and provide technical assistance services that help child welfare agencies improve outcomes
- Help develop, inform and coordinate events and conferences for the child welfare field
- Gather, curate and synthesize information about CQI and the CFSR and share with other Center staff, CB or the field in written or verbal form
- Maintain expert knowledge about CQI and the CFSR
- Contribute to regular Center reporting and support all activities related to the Center’s evaluation including data collection and continuous quality improvement efforts
- Bachelor’s degree in social work, public administration, or related field.
- 8-10 years professional work experience with at least 7+ years of experience training, quality assurance or improvement or technical assistance provision in a human services field, preferably in child welfare
- Demonstrated project management experience, including stakeholder relationship management, development of project timelines and benchmarks, and providing guidance and direction to staff in projects
- Direct experience with CQI processes and sound use of data and evidence to inform policy and practice decisions
- Direct experience with the federal Child and Family Services Review process, including the Statewide Assessment, Onsite Review, PIP Development and/or Monitoring
- Working knowledge of child welfare systems and federal laws that apply to Child Welfare such as the Adoption and Safe Families Act (ASFA) and the Family First Prevention and Services Act (FFPSA)
- Working knowledge of the following:
- Change management or implementation processes
- Strategic planning
- Child and Family Services Plans (CFSPs)/Annual Progress and Services Reports (APSRs)
- Master’s degree in social work, public administration, or related field
- Experience with the CFSP/APSR process
- Experience implementing a broad scale project in a public service system
- Experience leading state CQI efforts and/or CFSRs
- Experience with the federal Online Monitoring System (OMS) for CFSRs and the Onsite Review Instrument (OSRI)
- Experience with engaging a broad continuum of child welfare system partners, stakeholders, and lived expertise in CQI efforts and/or the CFSR
- Project Management Professional or similar certification
- Experience supporting/facilitating Peer Groups/Communities of Practice
- Experience with training, curriculum development, and facilitation
- Solid team builder and team player with proven ability to manage competing priorities, perspectives and needs
- Ability and willingness to apply a racial equity framework to all areas of work
- Strong analytical, problem-solving, and decision-making capabilities
- Strong stakeholder management skills
- Ability to work on multiple projects simultaneously and maintain high-quality results in a fast-paced environment
- Excellent verbal, interpersonal and written communication skills
- Demonstrated, outstanding level of professionalism including ability to exercise good judgment, discretion, tact, and diplomacy
- Proficient with MS office applications (i.e., Word, Excel, and PowerPoint).
