Basic Education in the Kyrgyz Republic (IBE-KR)
RTI was recently awarded a 5 years
long contract from USAID to advance basic education in the Kyrgyz Republic. The
Improved Basic Education in the Kyrgyz Republic (IBE-KR) project will result in
improved early grade learning outcomes in grades 1-4. IBE-KR will achieve this
goal through the following objectives- Objective 1: Improved instructional
quality in reading, numeracy, and math; Objective 2: Improved formal and
non-formal learning environments; Objective 3: A strengthened education system
for primary education. IBE-KR will work closely with the Ministry of Education
and Science (MOES) to achieve project goals.
The USAID-funded ‘Improving
Basic Education in Kyrgyz Republic’ project is currently accepting applications
for a Procurement and
Logistics Officer. Successful candidates must possess excellent oral and
written communication skills in English. Position is based in Bishkek, Kyrgyz
Procurement and Logistics Officer will be responsible for the day to day USAID
funded Improved Basic Education (IBE-KR) Project’s procurement and logistics
activities according to USAID rules and regulations as well as to the Kyrgyz
Republic laws and regulations. S/he will utilize the appropriate RTI procedures
as well as comply with USAID procurement rules and regulations. S/he will be
responsible for property management and inventory control, reports, custody
control documents, reconciliations for both expendables and non-expendables
according to USAID rules and regulations
- Perform all
phases of sourcing goods and services to ensure best value for money,
within required lead times, including analysis of overall budgetary impact
for all types of procurement transactions.
- Prepare and
implement the annual procurement plan supported with budget and timetables
in line with the annual work-plan schedule.

FHRAD in issuance of purchase orders in accordance with company policies

and ensure compliance with national legislation and regulation (if
applicable), contracting principles, sourcing and price/cost analysis
under the guidance of FHRAD.

Required Education & Experience
degree and 1 year of experience or Bachelors Degree and 3 years of experience
of relevant experience or equivalent combination of education and experience in
Procurement and Logistics.
Skills & Abilities
knowledge of Excel, MS Word, Outlook, PowerPoint
- Fluency in
English, Russian, and Kyrgyz
- In depth
knowledge of USAID procurement policies and regulations and compliance
- Experience coordinating among office staff for a
donor-funded project, particularly USAID, a plus
- Demonstrated ability to support field offices in

- Experience with logistics for conferences and
workshops for 50 or more attendees preferred
