ICF’s Contracts & Administration (C+A) Group is seeking an experienced Procurement Compliance Director who will contribute to ICF’s growth and strategies to delivers the best outcome for our internal and external clients. The role is responsible for partnering across the company to drive a culture of compliance related to Procurement activities and help build sustainable partnerships between ICF and small and diverse firms. As the Procurement Compliance Director, you will lead a team of procurement compliance professionals, with varying levels of experience, performing compliance monitoring and responding to internal and external requests for information and guidance.
To be successful in this role, you will demonstrate a proven ability to coordinate and manage collaborative efforts across the organization in fulfillment of the Procurement Team’s mission to serve as a business partner to internal customers and external partners and providing comprehensive procurement expertise on all Procurement compliance matters. You will have significant prior experience in the administration of both U.S Federal Government as well as State, Local, Commercial, and International procurement activities, utilizing all contract types.
Key Responsibilities:

Manage Procurement Compliance Team’s day-to-day activities with an emphasis on coaching to support skill building and career development

Oversee initiatives aimed at ensuring compliance with company procurement policies and procedures, contractual requirements, and all applicable Federal, State, and Local Government procurement regulations and laws

Ensure regulatory requirements through research and review, update Procurement guidance documents and resources, and disseminate information to projects, proposal teams, and support units as required

Play a key role in setting the overall strategy and direction of the Small Business and Supplier Diversity Programs

Partner closely with Operations, Business Development, Corporate Business Services (CBS) stakeholders, and other Procurement leaders on teaming and procurement strategies to improve utilization of small businesses utilization and supplier diversity

Assist with vendor issues resolution and provide guidance to departmental senior management to mitigate impact and risk
-
Serve as Small Business Liaison Officer (SBLO) assisting all departments comply with equal opportunity procedures for the acquisition of goods and services

Oversee semi-annual Individual Subcontracting Report (ISR) and annual Summary Subcontract Report (SSR) submissions

Develop and maintain Procurement policies and procedures

Manage reporting of key compliance metrics to assist leaders in understanding trends and risks

Support Procurement and Subcontracts teams to nurture and sustain vendor relationships that align with ICF growth strategies and objectives

Drive activities and collaboration with Procurement, Operations, and CBS teams on strategy and process enhancements to maintain Contractor Purchasing System Review (CPSR) readiness

Develop and conduct training and co-facilitate events with Operating Groups, Business Development teams, Procurement, and Small Business partners to maintain compliance and drive capacity-building
Basic Qualifications:
-
Bachelor’s degree or higher in Supply Chain Management, Business, Finance, Operations, or a business-related field required
-
10+ years of relevant experience in a Procurement-related field, such as Subcontract Management, Purchasing, Supply Chain Management or Procurement Compliance, supporting federal, state, and local government clients in a fast-paced, dynamic environment

3+ years of experience managing small business subcontracting or supplier diversity initiatives
-
3+ years of supervisory experience, with experience managing a remote and geographically dispersed team
-
Possess a partnering mindset with a solution-focused approach to managing complex scenarios and diverse stakeholder groups
-
Demonstrated experience interfacing across multiple organization and program levels with minimal supervision

Proven leadership skills with the ability to grow a team by motivating, coaching, consistently providing feedback and leading by example
-
Proven ability to work across teams/divisions/departments to get things done

In-depth knowledge of contract types and associated regulations to include time & material, fixed-price, cost reimbursable, and FAR, DFAR, and UCC clauses and special provisions

Excellent written and oral communications skills

Proficient in Microsoft Suite (including PowerPoint, SharePoint, Azure DevOps, Project, Word, Outlook) and Deltek Costpoint
Preferred Qualifications:

Certification as a Certified Purchasing Professional (CPP), NCMA CPCM, CFCM or CCCM, or related certification highly desired

Prior experience supporting readiness activities resulting in a successful audit, including CPSR
