PDC DIRECTOR OF APPLIED SCIENCE – ID# 16504.
Pacific Disaster Center. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in the Technology Park in Kihei, Maui, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Serves as the PDC lead advisor to the Executive Director, Project Director, senior manager in charge, subject-matter expert, area specialist, and technical lead in the field of Applied Science and Research in Disaster Risk Management. Manages the Applied Science and Integration team, directs a diverse team of highly qualified technical professionals that includes Geographic Information System (GIS) and modeling leads, specialists and analysts. Develops and implements strategic plans and programs in coordination with other members of the PDC Executive Management Team (EMT). Recommends, organizes, and delivers the most appropriate support to PDC clients. Proposes, designs, scopes and implements projects and technical activities related to the application of science to disaster management challenges within the PDC, locally, nationally, and internationally. Coordinates the integration of science based methods and outputs into applications, services and products that effectively support disaster management decision making. Contributes substantially to the development and implementation of Center plans, programs and associated reporting. Supports program development through project design and scoping, proposal writing, and coordination. Builds and maintains partner and client relationships within academic and professional communities, and leads program development activities as appropriate. Provides technical assistance and serves as a subject matter expert to internal and external clients on Risk and Vulnerability Assessment (RVA) and other means of applying science within the context of disaster management.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: PhD from an accredited college or university in Geography or other field related to environmental hazards and disasters. EXPERIENCE: Eight to ten (8-10) years of direct experience in research design and the application of qualitative, quantitative and spatial data collection and analysis methods to disaster related problems. Five to seven (5-7) years of experience leading research and project teams. Experience working with diverse audiences and clients. Experience facilitating working groups and stakeholder meetings. ABIL/KNOW/SKILLS: Expert knowledge and direct experience in requirements development, data collection, evaluation and management, statistical techniques, and other quantitative analysis methods. Knowledge in qualitative analysis, spatial analysis, and the presentation of data and results. In-depth knowledge of RVA methods and international disaster management frameworks. Strong knowledge of disaster related phenomena and impacts. Direct knowledge of GIS and Environmental Systems Research Institute (ESRI) products, statistical packages such as Statistical Package for the Social Sciences (SPSS), numerical modeling, and remote sensing applications. Excellent presentation, communication, and writing skills. Ability to effectively communicate complex ideas to a range of audiences. Ability to work with others in diverse multi-disciplinary and multi-cultural environments towards action-oriented goals. Strong leadership skills. Ability to meet numerous deadlines while maintaining good working relationships with staff, partners and clients. Strong attention to detail and commitment to quality. Post Offer/Employment Condition: Must be able to obtain a Department of Defense (DoD) security clearance.
