Introduction
To achieve the goal of decent work for all in Viet Nam, the ILO Country Office in Viet Nam operates through the Decent Work Country Programme (DWCP), which is the main vehicle for delivery of ILO support in the country. Three main priority areas are identified: (i) Employment and Sustainable Enterprise Development (ii) Social Protection for all (iii) Labour Market Governance. the ILO Office works in close partnership with the Government of Viet Nam, in particular its technical line ministry, MOLISA and social partners, the employers’, and workers’ organizations. A new Vietnam and ILO DWCP for 2022-2026 is being reviewed and appraised by Vietnamese constituents and is an integral part of the UNSDCF for the same period.
Within the context of the DWCP, the project will be linked to the Outcome 5 of the ILO Programme and Budget (P&B) for 2022-2023 on skills and lifelong learning to facilitate access to and transitions in the labour market. It will contribute directly to increase the capacity of the tripartite constituents to identify current skills mismatches and anticipate future skills needs (P&B Output 5.1) as well as to strengthen inclusive skills and lifelong learning policies, governance models and financing systems (Output 5.2). The project will also promote collaboration with national institutions involved in other initiatives, in particular the Strategy for Textile and Footwear Industry, to ensure policy coherence and synergy with other policies and strategies in the sector.
Reporting lines
The position is located in the ILO Country Office, Hanoi. The National Project Coordinator will work under the direct supervision of the ILO Hanoi Country Director and with the Labour Economist on technical issues.
The National Project Coordinator will work closely with the ILO Sectoral Policies Department (SECTOR) at Headquarters and the ILO Decent Work Support Team Skills Specialist in Bangkok. The CO in Hanoi has the overall responsibility for the project implementation in Vietnam.
Description of Duties
The National Project Coordinator will deliver the Project work plan and its activities through promoting full understanding of the ILO’s mandate, International Labour Standards and Social Dialogue among national stakeholders, partners and beneficiaries:
- Review, analyze and make use of the opportunities offered by the national development frameworks, policies, strategies, programmes and priorities, available statistical data, reports and other information relevant to implementation of the project.
- Coordinate and facilitate the establishment and effective functioning of the tripartite National Project Steering Committee (NPSC) in the country.
- Cooperate closely on project implementation with Government bodies, Workers’ and Employers’ Organizations, educational and training agencies, research/study institutions and other relevant national and international development partners, including other UN agencies, as required, to expedite the project implementation and meet its targets; identify areas of cooperation with other projects and agencies and advise and report to the Labour Economist, the SKILLS regional specialist and SECTOR specialists in writing when appropriate.
- Brief and obtain technical inputs from relevant ILO specialists and experts in the region and at Headquarters on project implementation issues to promote ILO’s mandates and approaches on skills development and sectoral policies, in line with the national agenda and priorities.
- Prepare and monitor the implementation of the national Project Work Plan in consultation with the tripartite NPSC; draft/prepare reports on activities developed by the project as well as development cooperation progress and final reports for due submission to the donor.
- Monitor project’s progress by reviewing, verifying, and analyzing the situation, implementation of work-plans, activity reports, progress and final reports, and proposing corrective actions as appropriate.
- Document the project activities in detail and maintain the accurate record and draft reports on the project’s performance in line with the requirements of the ILO, and the Project Monitoring and Reporting framework reflecting achievement of the project’s performance indicators, in accordance with the respective country programme outcomes (CPOs).
- Organize and coordinate, in collaboration with the tripartite constituents and stakeholders, any Project-related activity and raise awareness on relevant ILO Conventions.
- Collect the required information and prepare drafts of the news, press releases, official correspondence, briefs, statements and speeches, and other relevant internal and public information material in English, and in Vietnamese if need be; translate such information into English and Vietnamese as appropriate for use by ILO officials and tripartite constituents, and for placement of such information on the Project’s on-line resource sites as applicable. Compile relevant project materials to promote knowledge sharing within office, with UN, donors and media.
- Identify, inform, and advise on recruitment of national experts and contractors for implementation of the project’s activities. Draft Terms of Reference for the project’s assignments.

11. Maintain full confidentiality of administrative and personnel related documentation. Perform, coordinate and report on the project administrative work. This includes making cost estimates, preparing and checking supporting/justification documents, requesting funds and payments. Seek the most rational use of funds and ensure compliance with established ILO financial rules and procedures.
12. Manage the organization and preparation of conferences, seminars, workshops, training sessions, trips of local stakeholders abroad for participation in the project-related activities and secure all important administrative and logistical arrangements for the events.
13. Closely collaborate with other relevant technical specialists and programmes staff of the Country Office to identify and take advantage of opportunities for enhanced programme synergy and greater outcome, including a good fit of the project within the Viet Nam country’s DWCP as well as other employment and skills related programmes in Viet Nam.
14. Maintain and build an effective partnership with the donors through regular communications and reporting.
15. Represent the project at the national level.
16. Supervise the work of support staff.
17. Undertake missions needed for the project implementation and monitoring purposes, normally within the country and accompanying other officials.
18. Perform other duties as they may be assigned by the Director of the Country Office.
Required qualifications
Education
University degree in social science, economics, business, or a related discipline, or equivalent in experience.
Experience
At least 2-3 years of proven management experience in development cooperation, including field experience in project coordination and implementation. Experience in the textiles and clothing sector and/or on skills development would be an asset. Proven capacity to initiate and implement project activities and manage budgets. Familiarity with the ILO/UN and its work is an advantage.
Languages
Excellent command of English and Vietnamese.
Competencies
- Good knowledge of the purpose and functions of the technical programme and the other offices and sectors interacting with the Project.
- Knowledge of technical data and good administrative skills to provide programming support.
- Ability to prepare preliminary reports and to draft correspondence.
- Ability to communicate effectively both orally and in writing.
- Good knowledge of programme planning, implementation and evaluation principles, practices and procedures.
- Ability to work in a multicultural environment and to demonstrate gender sensitive and non-discriminatory behavior and attitudes.
- Ability to work with word processing and spreadsheet software, as well as computer software packages required for work.
- Ability to respond to requests from officials from government offices, ministries, ILO constituents and NGOs.
- Knowledge of modern office procedures and ability to operate all types of office equipment.
