JOB SUMMARY

An analytical, diligent, and development-committed professional, the MEL Consultant will join our dynamic and growing Monitoring, Evaluation and Learning (MEL) team in London. The successful candidate will work collaboratively with the wider Nathan London team to win, manage, and deliver programmes. The Nathan London team has an active role in technical delivery of its programmes, and the candidate will have the qualities required to initiate and independently deliver technical MEL assignments as well as manage the work of others, whilst also performing programme management roles and contributing to business development.

RESPONSIBILITIES

Technical consultancy (60-70% indicative input)

• Provide strategic guidance for the design and implementation of MEL programme frameworks, including survey and sampling methodologies
• Undertake high quality technical MEL assignments in Nathan’s core technical areas
• Lead MEL activities on an assigned portfolio of short and long-term programmes and quality assure technical outputs produced by the MEL component
• Provide day-to-day management of programme MEL teams
• Work closely with technical and managerial leads across multiple workstreams to ensure an integrated MEL capability
• Manage analysis of evidence and data for purposes of learning, communications, and outreach strategy with stakeholders
• Build alliances to deliver existing and future work

Programme Management (10-20% indicative input)

• Ensure that MEL assignments are delivered on time and within budget
• Ensure that MEL assignments meet high quality technical standards
• Manage contractual relationships with consultants and suppliers
• Perform all necessary compliance functions
• Identify new consultants and build alliances to deliver work

Business Development (10 – 20% indicative input)

• Actively network with clients and partners to gather business intelligence
• Identify new business opportunities for the company, focussed on MEL
• Collaborate in the identification of potential consultants for assignments
• Contribute to the preparation of expressions of interest and tenders, in particular for MEL opportunities
• Undertake business development scoping trips

MINIMUM REQUIREMENTS

We are looking for an experienced consultant with a track record of successful delivery of consultancy services to clients in the development sector. He/she will preferably have:

• 5 years of relevant professional experience
• Master’s degree or higher in social sciences (economics, statistics, social research, international development)
• Experience in managing development programmes or projects
• Experience delivering MEL assignments for development programmes, preferably in Nathan London’s thematic focus areas (economic and private sector development, investment, financial services, girls’ education)
• Proficiency in Excel and good knowledge of a statistical package like SPSS or STATA to analyse quantitative and qualitative data
• The right to live and work in the UK

DESIREABLE EXPERIENCE AND SKILLS

• Experience working in complex and time-pressured contexts
• Strong attention to detail and proven quantitative skills
• Excellent analytical, organisational, and communication skills
• Ability to work independently and with multicultural teams to achieve results
• Field experience working in emerging or developing economies in Sub-Saharan Africa, and/or in South and East Asia
• Experience developing and implementing quantitative and qualitative research methodologies and indicators, as well as mixed methods approaches
• Experience working with FCDO Logframes and Theories of Change
• Flexibility to undertake short term travel
• Outstanding English written and oral communication skills
• Experience writing technical proposals
