Monitoring and Evaluation Director – Essential Services for Maternal and Child Health, Democratic Republic of the Congo
IMA World Health is seeking applications for Monitoring and Evaluation Director for an anticipated FCDO-funded (UK Foreign, Commonwealth and Development Office) “Essential Services for Maternal and Child Health” in the Democratic Republic of the Congo (DRC).

Programs revitalize the country’s health system, improve WASH access and systems, prevent and respond to SGBV, promote clean energy, and improve the health of the population. The portfolio includes a focus on both sustainable development and humanitarian assistance activities and operates out of two base offices in Kinshasa and Goma.
The Monitoring and Evaluation Director (M&E Director) will oversee the design, implementation, and management of the M&E components, in accordance with IMA World Health and FCDO guidelines. It is a crucial role and will ensure that the program is managed effectively and within budget. The M&E Director will report directly to the Project Director.

- Maintain a strong monitoring and data collection system that ensures accurate data capture, collation, and report generation, including the development of relevant databases, templates, forms, and other data systems for programme staff to improve their analytical capacities and contribute data to the M&E system
- Gather appropriate baseline data to inform key M&E processes
- Prepare reports as needed to support internal decision making, communication with stakeholders and partners, and reporting to FCDO
- Inform FCDO-led annual reviews by compiling required reports and monitoring information
- Play an integral role in data analysis, and contribute to the writing and reviewing of the final reports to FCDO
- Provide technical leadership for the team in areas of evaluation design, statistics, survey design, and analysis of results
- Assist the Project Director in writing final reports
- Supervise M&E programme staff
- Master’s degree in monitoring and evaluation, research methodology, public health, or a related field
- One to two years of professional experience in implementing and/or designing monitoring and evaluation health programmes, preferably in low-income settings such as DRC
- Strong analytical skills; ability to think critically about health systems and data use at local, regional, and national levels
- Strong data management, data query, and translation skills for practical use
- Experience designing, implementing, and analyzing qualitative and quantitative research; demonstrated ability to employ a range of quantitative and qualitative methodologies
- Basic understanding of Theory of Change and/or logframe use in project planning and implementation
- Strong interpersonal and communication skills
- Experience in training community-level workers in basis data analysis and use is a plus
- Working knowledge of English and French required
