RTI International is seeking Monitoring and Evaluation Director (M&E Director) candidates for an anticipated USAID-funded malaria prevention and control
project in Burkina Faso. The purpose of this project is to—in collaboration
with the Programme de la Lutte Contre le Paludisme (PNLP), in-country
stakeholders and the U.S. Presidents Malaria Initiative—strengthen malaria
prevention, control and surveillance efforts in Burkina Faso, in alignment with
the country’s respective national malaria strategic plan and USAID priorities. The M&E Director will be responsible for the
development and management of the monitoring, evaluation and reporting component
of the program. The position will be based
in Ouagadougou, Burkina Faso.
- Lead the project’s M&E
systems, including developing and managing the project’s relevant
performance indicators, baselines, and annual targets, as well as ensuring
compliance with all USAID and PMI requirements.
- Develop and lead execution
of project’s learning and research agenda.
- Supervise the collection,
analysis and reporting of performance indicators by other team members and
project counterparts, preparing data tabulations, reports, and
presentations to support project activities.
- Engage with PNLP, PMI and
stakeholders, on all issues relevant to malaria surveillance and health
management information systems.
- Prepare monthly, quarterly
and annual progress reports on the status of project implementation; contribute
to other project reports such as annual work plans as needed.
- Regularly review and update
the project’s M&E plan.
- Master’s Degree in public health,
demography, epidemiology, biostatisticsor a related field.
- 7 years’ experience in monitoring,
evaluation and research related to large-scale health development programs.
- Demonstrated knowledge and experience in
USAID MEL and CLA policies, guidance and reporting procedures.
- Excellent knowledge of data collection
protocols for quality data collection and Verification.
- Exceptional ability to analyze multiple
sources of data to identify data trends and provide recommendations on
- Demonstrated experience and familiarity
with behavioral surveillance surveys, research methodologies, qualitative
and quantitative research methods, data analysis, sampling methods, and the
establishment of M&E systems in developing country contexts.
- Demonstrated experience leading and
building the capacity of M&E staff in a decentralized setting

- Excellent proficiency
with Microsoft Office Suite applications as well as data management and
mapping platforms (including DHIS2, STATA/SPSS/R).
