JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. JSI is currently seeking a Monitoring Evaluation and Learning Advisor for the USAID-funded MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health Services to Scale) Routine Immunization Transformation and Equity project. The MOMENTUM awards seek to contribute to global technical leadership and evidence generation and dissemination around maternal, newborn, and child health (MNCH), family planning (FP) and reproductive health (RH) services. M-RITE’s overarching goal is to sustainably strengthen routine immunization programs to 1) overcome the entrenched obstacles contributing to stagnating and declining immunization rates in USAID-supported countries, and 2) address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. In light of the COVID-19 pandemic, and the disruption of immunization services, M-RITE also supports countries with the maintenance, adaptation and reinstatement of immunization services, as well as COVID-19 vaccination services.
SUMMARY:
The MEL Advisor will work across M-RITE teams at global and country levels to bring together monitoring and evaluation, knowledge management, and translation of learning. S/he will be a detailed oriented, self-starter who will create strong working relationships between M&E teams across the project, other MOMENTUM awardees, and in-country colleagues. S/he will have knowledge of routine immunization, experience with developing and managing M&E plans and data collection, cleaning, compiling, and visualizing quantitative and qualitative data and the strategic use of data for program improvement and adaptation. S/he will be highly familiar with USAID M&E requirements, approaches, and best practices.
As a member of a matrixed consortium, this position will report to the Project Director and MEL Director.
JSI’s offices are open with staff eventually returning to the office 2-3 days per week, subject to JSI’s COVID Protocol and prevailing guidance from local Public Health Departments. This position is expected to be based at the JSI Arlington, VA office. The salary range for this position is $74,000 – $110,000, but will be reviewed based on qualifications of applicants. RESPONSIBILITIES
- Support the development of country PMPs
- Support with the design of data collection tools to ensure reporting requirements are met
- Maintain the project M&E database to ensure the high-quality management of project M&E data
- Conduct routine data cleaning, analysis and visualization of country and global indicators
- Work closely with results leads, knowledge management/communications officer and senior management to routinely use program data for program strategy and adaptation
- Provide direct support and communicate with country monitoring and evaluation officers to ensure the submission of timely, quality data and data use
- Ensure synchrony of monitoring and evaluation data with Momentum Knowledge Accelerator (MKA) and other MOMENTUM awards
- Support the project in reporting requirement to the donor and other program requests
- Participate in the MOMENTUM data working groups
- Support analysis and documentation for knowledge exchange and sharing
- Support documentation, analysis, synthesis of insights and lessons learned to inform adaptive learning
- Ability to travel – minimum one trip per year, although this may increase depending on field buy-ins.
QUALIFICATIONS
- Familiarity with USAID indicators, reporting processes, and requirements.
- Knowledge of data exchange and data management processes
- Experience with collecting and analyzing quantitative and qualitative data.
- Experience with developing data collection and management tools.
- Experience manipulating and analyzing qualitative and quantitative data with tools such as PowerBI, PowerQuery Tableau, etc.
- Skilled at cross-cultural communication and working in a matrixed team environment
- Understanding of global health and development approaches and experience working with international donor agencies, especially USAID.
- Knowledge of routine immunization programs including the indicators used to monitor and evaluate program performance.
- Strong experience in data interpretation, visualization and use for decision-making.
- Ability to work in a complex environment with multiple tasks and short deadlines.
QUALIFICATIONS:
- Education: Master’s degree in public health, monitoring and evaluation, social science research, knowledge management, or a related field
- Experience: At least eight years’ experience in international health, USAID experience preferred. Immunization M&E experience preferred.
- Travel: Ability and willingness to travel internationally.
- Languages: Excellent written and oral communication skills in English and French.
