INFORMATION ON THE MISSION CONTEXT
Yemen has been for long the poorest country in the Arab world. After the Arab Spring the humanitarian crises have intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government.
During the summer of 2014 the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognized government.
In January 2015, the Houthis overthrew the President Hadi government. Since the end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia, launched a military campaign against the advances of the Houthis in the country. At the end of 2017 the alliance between the General People’s Congress (GPC) of the former president Saleh and the Houthis broke out in Sana’a and Saleh was killed. In January 2018 the alliance in the south as well broke out: the Southern Transitional Council, in favor of an independent state in the south took over Aden from the hands of Hadis’ supporters, Hadi being still in exile in Saudi-Arabia.
As a result of such violence and instability, it is more than 20 million of Yemenis out of 27 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for over a year, cannot cope.
DESCRIPTION DE POSTE :
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
Under the responsibility of the Area Manager in Aden, and with a close functional link with the country level Liaison Advisor in Sana’a of, you will be dedicated to the south of the country and in charge of:
ï’§ Ensure regular follow-up and analysis of the political, military and security context and trends in South Yemen;
ï’§ Support the regular analysis of risks for the south bases and the implementation of mitigation measures.
ï’§ Support the bases in the preparation of security documents and the implementation of security procedures;
ï’§ Coordination and implementation of safety and security capacity building and briefings
ï’§ Management of the liaison team in the south bases
ï’§ Support the bases in the preparation/negotiations to obtain access and the organisation of assessment visits in security-sensitive areas.
Maintain / expand HI’s network of contacts with relevant security, context and access referents of other international agencies.
ï’§ Support the Area Manager in the management of security incidents
ï’§ Replace the Area Manager and/ or the country level Liaison Advisor for security management during their absences (in case of need).
PROFIL ATTENDU :
ï’§ Advanced level university degree; or the equivalent combination of education and experience in a related area.
ï’§ Considerable and strong security planning and implementation work experience gained in the context of field relief operations in insecure areas.
ï’§ Experience of working with INGOs preferably in a similar management/operational role
ï’§ Experience of working in conflict-affected areas and of associated risks to personal and organisational security
ï’§ experience in the development and implementation of safety and security management frameworks and protocols
ï’§ Experience of conducting humanitarian/similar assessments and of providing analytical feedback and reports
ï’§ Experience of working with teams of people with varying experience and understanding of security planning and management
ï’§ Prior experience of working in Yemen/the region a strong asset
ï’§ Good oral and written reporting skills in English
ï’§ Excellent capacity building skills and ability to provide (basic-intermediate) security training to staff and colleagues
ï’§ Good networking skills
ï’§ Ability to work effectively with multi-disciplinary and multi-cultural teams
ï’§ Proven excellence in communication and liaison skills
ï’§ English mandatory (oral and written)
ï’§ Arabic would be an asset

LANGUE(S) DE TRAVAIL :
SPECIFICITES/PARTICULARITES DU POSTE :
• Length of the contract: 6 months
• Salary from 2700 € (gross) / month regarding the experience of the candidate
• Per-diem: 550€/month net
• Hardship allowance: 500€/month net
