Learning Loss Mitigation Program Manager,
DepEd anticipates that during the 2020–2021 school year, children
will likely experience alternating periods of being in and out of school
because of a resurgence of COVID-19 and, therefore, school closures. Ongoing
interruptions to school-based learning, starting with the delay of the start of
the 2020-2021 school year to late August, demand a shift to alternate school
modalities and increase the risk that children will fall behind in their
learning and that learning inequalities will increase. This means that DepEd
needs to put in place different, complementary modalities for assuring
continuity of learning suitable for all children forced to learn from home,
regardless of their level of access to digital learning platforms.
The ABC+ cooperative agreement offers an opportunity to support
DepEd in the development and enactment of plans to respond to the current
crisis. ABC+ will support DepEd’s efforts to prepare for the delayed start of
the 2020–2021 school year, as well as put in place the means to mitigate learning
loss during possible continued or recurring disruptions during the year.
Education Division is currently accepting applications for Learning Loss Mitigation Program (LLMP) Manager for the USAID-
funded ABC+: Advancing Basic Education in the Philippines. The LLMP manager
will be responsible for the overall management and
supervision of the planning and implementation of the program activities. The manager
will oversee a team of technical staff and will closely collaborate with other
ABC+ technical and operations teams to ensure that program activities are
well-organized and that resources are used in a timely manner that contributes
to the achievement of the activity goals.
This component of the ABC+ Project will work with the
Government of the Philippines to support DepEd in the development and
enactment of plans to respond to the current crisis. The activity will target Regions V (Bikol) and
VI (Western Visayas). The position will be based in Manila and will be
reporting to the Chief of Party.
The LLMP Manager will provide management and oversight support for activities
focused on working with DepEd in a) adapting existing early literacy
instructional content—and, as needed, developing new content—for alternate
instructional delivery modalities across various media platforms (digital,
radio, TV, print); b) strengthening teacher capacity to deliver instruction and
support student learning across alternate modalities and exploring ways by
which teachers and school heads enhance engagement with parents and community
in children’s learning continuity activities; c) implementing learning
interventions focused on reducing learning loss during the COVID-19 crisis,
including a rapid language and literacy skills assessments and use of early
literacy instructional materials that match learners’ progress ; d) supporting
DepEd’s efforts to engage the private sector and local governments in relevant
ways. Period of
engagement is 1 year subject to contract renewal.
Provide overall oversight
and management to the implementation of Learning Loss Mitigation program activities,
with a focus on the timely completion of activities and prioritizing technical
quality of deliverables.
With technical guidance
from the Instructional Delivery and Materials Development Adviser and Education
Systems Strengthening Adviser, working in close collaboration with ABC+
project’s technical and administrative personnel, ensure quality and alignment
of interventions with ABC+ project’s objectives.
Engage DepEd at the central,
region and division levels to collaborate on how this activity can support the
Department’s efforts in implementing their respective Learning Continuity
Coordinate the inputs from
ABC+ staff, home office technical advisors, implementing partners, and external
consultants to ensure coherence and efficiency in implementation.
Leverage project and DepEd data to inform
adjustments in the activity’s technical approach and ensure continued
improvement in interventions.
Coordinate/liase with other donors and NGOs
working on to support DepEd’s Learning Continuity Plan implementation to ensure
that the LLMP is coherent technically and does not have conflicting technical
interventions at the regional and school levels.
Under the guidance of ABC+ Project’s Education
Systems Strengthening Adviser, strategize and support DepEd’s efforts in
developing innovative ways of working with DepEd in the implementation of the
Department’s Learning Continuity Plan.
Document good practices/innovations in
implementing the LCP for possible replication.
Monitor and submit periodic progress report
to management and flag emerging issues that require immediate action.
Undertake frequent travels to ABC+ Projects
target areas to provide technical support to the field teams.
in education, policy, or a related field with 6 years of relevant experience or
Bachelor’s Degree and 8 years of relevant experience in education program
management or implementation.
implementing education activities at the Schools Division and/or school levels.
understanding of various learning delivery options in education, preferably for
the early grades.
working with Philippine government/basic education system and good knowledge of
Philippine stakeholder map in basic education
meaningful collaboration with government counterparts, and local capacity
Experience in managing
multi-disciplinary technical teams.
as a facilitator/trainer and manager.
interpersonal skills and ability.
professionally proficient and fluent in written and spoken English. It is
preferred, but not required, that the candidate be conversant and fluent in
Filipino and/or other local languages.
