Assignment Title: Programmtic Support
Technical Point of Contact: USAID Supervisor
Level of Effort: 160 Days
Period of Performance: May 2021 through December 2021
The U.S. Agency for International Developments’ Honduran (USAID/Honduras) Mission seeks an expert/consultant who can provide backstop support to the Economic Growth Office and that can also provide general Program Office support. Consultant services are required for a total of 160 workdays.
The Consultant will provide program support to the Mission’s Economic Growth Office, provides intellectual leadership support to the Mission’s planning processes, and carries out the following function to achieve results, maximize the impact of development resources, ensure prudent stewardship of USAID funds, and comply with applicable USAID policies and regulations. He/she will undertake other program office functions as requested.
The desired candidate will have working experience in both program and economic growth programming. Management of such programs will assist providing input into the pertinent offices and afford opportunities to explore opportunities for future programs.
- Provides advice, policy and technical guidance, direction, and support to the Mission on strategic planning and activity development, achieving, monitoring, evaluating, learning, budgeting, and procurement to accomplish mutually agreed-upon results in Mission activities that support trade, private sector competitiveness, economic growth, agriculture, food security and resilience, energy, and environment. Deliverable for this set of tasks will be Mission-approved documentation that advances Mission program objectives.
- Participates in the negotiation of new bilateral obligation documents (i.e., Development Objective Grant Agreements and Amendments thereto) to align with the new Country Development Cooperation Strategy (CDCS). The deliverables for this task are related to the CDCS.
- Participates in the conceptual design of new projects and activities making recommendations on courses of action and elements to be included in new programming. On behalf of the Supervisor, supports the development of planning documentation for bilateral activities, such as activity design documents, activity approval memoranda, and Monitoring, Evaluation, and Learning (MEL) plans, assuring compliance with USAID’s Automated Directives System (ADS) requirements. The deliverables for this set of tasks will be Mission approved new project designs, and M & E planning documents.
- Recommends and/or advises on drafting and review of Mission budget and reporting documents, including Operational Plan, Mission Resource Request, Congressional Budget Justification, and Congressional Notifications, among others. The deliverables for this task will be Mission approved budget documents such as operational year budgets, approved Congressional Budget Justifications and Congressional notifications.
- Coordinates, provides guidance, and participates in the development of the Portfolio Reviews and identification of major issues for Mission Management’s review. The deliverable for this task are the identification of portfolio major issues approved by Mission management.
- USG Facilities Access
Minimum of 10 years of progressively responsible professional experience in program management processes and procedures along with substantial knowledge and experience working on economic growth programs, experience coordinating such efforts with other donors is a plus
- Training, academic or working training on matters related to economic growth, trade, private sector development, and business finance
Substantial background knowledge and on-hand experience managing economic growth projects and in-depth involvement in programming policies, programs, and practices as well as understanding of the dynamics and utility of donor coordination and impact that other donor programs can have both positively and negatively on USAID programs
Incumbent to this position must have demonstrated effectiveness in both written and oral communications. Experience working directly on USAID programs and economic growth programs increase the effectiveness of the overall Mission programs in these areas
Demonstrated effectiveness in both written and verbal communications
Incumbent must have excellent interpersonal skills with experience working as a team lead/team member and able to work independently
Preferred Knowledge, Skills and Abilities:
- Experience in an overseas environment such as a USAID Mission, UN, or other organization with similar processes, procedures, is a plus
Education: Incumbent to this position should have at least a Bachelors in a relevant field such as political science, public administration, history, business administration, finance, economics, among others. A Master’s degree is a similar area is preferred but not mandatory
Working Environment: Work will be performed remotely.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
