“Mainstreaming Employment into Trade and Investment in the Southern Neighbourhood” of the EU is a four-year regional project implemented by the International Labour Organization (ILO) and financed by the European Union (EU). The overall objective of the project is to enable policy makers in the Middle East and North Africa (MENA) to incorporate employment issues into trade and investment policies, and design and implement interventions that ultimately optimise the quantity and quality of employment created in the region. It will also facilitate the operationalisation of the third pillar of the EU’s External Investment Plan (i.e., promoting a conducive investment climate) through policy dialoguae.
The target groups are government officials from ministries responsible for trade and investment, labour, economic affairs, planning, education and other relevant line ministries; staff in national statistical agencies; representatives from trade unions and employers’ organizations; private sector representatives; technical specialists from national and regional institutions and development practitioners. The final beneficiaries are workers (especially women and youth) and employers (from SMEs, in particular) in the tradable sectors of the partner countries, as well as education and training providers.
The four work areas of the project will focus respectively on: (i) synthesizing existing evidence and generating new knowledge on what does and does not work with regard to creating employment through trade and investment policies in the southern neighbourhood; (ii) building a comprehensive and common understanding among policy actors of the employment effects of trade and investment policies to allow informed policy dialogue and coherent decision-making; (iii) derive sectoral recommendations for the development of export-oriented value chains and industries in the partner countries in order to enhance the employment opportunities and to mitigate the employment challenges arising from trade and investment policies; and (iv) providing assessments of the potential trade and employment impact of relevant public investments in the infrastructure sector in selected partner countries and developing recommendations through public-private dialogue.
The – Junior Technical Officer -Trade and Employment will provide technical support to the Technical Specialist, involving participating in missions to the region, backstopping country studies and supporting the organisation of regional knowledge-sharing workshops and regional trainings
Under the overall responsibility of the Decent Work Team /Country Director of Cairo, the – Junior Technical Officer -Trade and Employment will report to the Trade and Employment Technical Specialist based in the DWT/CO-Cairo. The incumbent will also liaise closely with the project team in Geneva to ensure the effective joint implementation of the project.
Description of Duties
1. Provide technical support to project staff and national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO HQ and other Field Offices. In particular, provide backstopping support for country studies for the project countries in the Middle East, support the coordination of project activities across the project countries, and provide inputs into regional knowledge-sharing workshops and regional training based on these studies.
2. Establish and maintain strong working relationship with a wide range of national partners in the economic and social field in the Middle Eastern project countries, including representatives of the national government concerned with trade, employment, education and training, employer and worker organizations.
3. In consultation with DWT/CO-Cairo, constitute a project committee in Egypt to plan STED diagnostic phase, share findings, and subsequently identify potential training interventions and to guide programme implementation. This work should be integrated into implementation of national policies on trade, employment, and skills development and should build on prior ILO work on skills and employment in Egypt. This work will include coordinating with other relevant technical specialists in DWT/CO-Cairo and with CTAs/NOs of relevant projects.
4. Conduct research and integrate technical inputs for regional and country analyses, reports and publications related to the project, and prepare discussion notes.
5. Develop training materials and as well as conduct and participate in seminars and workshops.
6. Under the guidance of the responsible supervisor, maintain close liaison with governments, workers’ and employers’ organizations, education &training providers and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects.
7. Coordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
8. Promote ILO policies regarding the project/program, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.
9. Undertake missions in relation to project implementation, more specifically participate in missions to the project countries in the Middle East.
10. Provide guidance and supervision for consultants/external collaborators, jointly with the project’s Technical Specialist.
11. Perform other duties required by the Supervisor
first level university degree in Economics, Social Science, Human Resource Development, Skills Development, Development studies or other relevant field, with specialization in international trade, economic development or labour economics preferred.
At least three years of professional experience in a relevant area, including 2 years at the international level in either Trade and Investment, Skills development, international trade and Employment
Familiarity with the mandate and the tripartite structure of the ILO, and/or familiarity with other multilateral institutions, would be an advantage
Excellent command of English and good working knowledge of French. Good working knowledge of Arabic would be an advantage.
