• Provide strategic and technical guidance to the IFES Ukraine and IAG on digital transformation, cross-border e-services, electronic participation and democracy, as well as e-voting, and all issues further developing a digital society; 

• Participate in meetings with Ukrainian stakeholders, including MDT, provision of technical advice and input on the subject of internet voting technologies; 

• Advise on a potential model legal framework and related international good practice and standards; 

• Topical research and analysis in response to priority issue areas identified in consultation with IFES and/or the IAG; 

• Participate in planning for international comparative review of the MDT planned i-voting pilot project(s); 

• Other activities as assigned. 

• At least 16 years of experience in leadership with successfully completed projects in the field of digital transformation, Internet voting, electronic participation and democracy;  

• Demonstrated technical experience in leading big projects, including on Internet voting, digital transformation, cross-border e-services, electronic participation and democracy;   

• Professional experience of working with international organizations is required; 

• Demonstrated expertise in new technologies and digital transformation processes. 

Language Requirement: Excellent/fluent English is required.
