The position is assigned in the Administration and Customer Support Unit (OIOD-AC) within the Office of Information Systems and Technology (OIST). OIST enables ADB’s IT transformational projects and operations required for the Bank’s activities and knowledge exchange. The office delivers IT services and solutions, provides tools and knowledge platforms, and supports ADB’s endeavors to leverage the optimal use of information and communication technology in developing member countries.
The Administration and Customer Support Unit has the objectives of 1) providing key administrative functions needed to support the operations and plans of OIST; 2) ensuring quality service to ADB by providing a single and customer-service oriented point of contact responsible for technology incidents, service requests, and overall management of customer experience; and 3) driving adoption and change management throughout the lifecycle of an IT product or service.

Responsible for planning and coordination of all IT procurement activities so that IT products and services are fit for purpose and sourced in the most time-efficient manner. Staff will drive innovative procurement practices such as framework agreements and agile procurement. He/she will work in close collaboration with ADB’s Institutional Procurement Team. Incumbent will also be responsible for forming procurement strategies to optimize technology spend across the organization, working together with project managers and the IT Finance Team.
In addition, incumbent will handle the strategic management of software and technology-related hardware throughout their lifecycle. He/she will also establish and manage the records and databases containing information regarding licenses entitlement and utilization, warranties, and service agreements. Staff will design and implement policies and procedures for controlling IT assets throughout their lifecycles and ensure timely and accurate inputs to budget development.
The incumbent will report to Advisor, OIST and Head, Administration and Customer Support Unit and will supervise National and Administrative Staff.
Ensures continuous improvement of procurement processes.
Works with the concerned IT Team and with the Institutional Procurement Team in the automation and management of the eProcurement System catalogues.
Maintains the comprehensive IT asset data by tracking all end-user hardware assets from purchase to retirement and disposal, including data collected at integration points with IT Service Management.
Relevant Experience & Requirements
Master’sdegree in business, computer science or relevant fields. Alternatively, universitydegree in related fields combined with additional relevant professionalexperience can be considered. Preferably with ISM, APICS, NCMA, CIPScertification.
Minimumof 8 years of relevant professional experience including international workexperience.
Atleast 5 years of relevant professional experience in IT procurement andcontracts.
Atleast 3 years of relevant experience in IT Asset Lifecycle Management.
Knowledgeablein vendor relationship management and/or project management in a technologyenvironment.
With contractnegotiation skills.
Excellentwritten and verbal communication skills in English is required.
Suitabilityto undertake the responsibilities mentioned above at the required level.
